You will serve as a ACCOUNTANT (STAFF) in the Resource Management Division of the Manpower, Personnel, Training and Education Division of PERS WASHINGTON.

Duties

You will oversee accounting reviews (e.g., Management Internal Control Reviews, Tri-Annual Reviews, risk assessments) for an organization. You will review accounting transactions and data for reasonableness, accuracy, and conformance with procedures and guidelines. You will identify key processes, controls, and risks for accounting events to meet audit requirements You will analyze changes in accounting system modifications to determine impact on financial data You will discuss accounting processes, functional requirements, and upcoming projects with business units within an organization. You will create written plans of action for implementing new accounting systems or programs

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identify risks and develop corrective actions to address the root cause of problems, justify and explain recommendations for corrective actions to resolve complex issues; 2) Utilize Federal accounting regulations, guidance, policies, and procedures to perform complex internal control and audit functions; 3) Provides automated system design procedures to describe system specifications and requirements and to conduct comprehensive assessments of the design, utilization and reporting operations; and 4) Develop guidance, narratives, procedures, and flowcharts to cover the full spectrum of financial reporting, operational and system activities to assist programs with resolving complex issues. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must possess a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
