About the Position: As an Explosives Safety Specialist the work involves protecting personnel and property from the consequences of munitions, explosives, and energetic materials and identifying, eliminating, or reducing hazards to mitigate risks.

Duties

Serve as the Unexploded Ordnance (UXO) Specialist responsible for the accessment, disposal, transportation, and processing of all types of US and Foreign ordnance.v Serve as the technical authority on US, Soviet, Warsaw Pact, and other foreign chemical, biological, and conventional ammunition. Responsible for the set-up and operation of Unexploded Ordnance (UXO)/Recovered Chemical Warfare Material (RCWM) sites/activities.v Serve as Quality Control Specialist (QC), Site Safety Officer (SSO), and Radiation Safety Officer (RSO) for the organization.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Conditions of employment for PRP and Emergency Essential. Incumbent must be able to comply with the provisions of Army Regulation 50-6, and able to maintain Chemical Surety PRP requirements.
  • Must obtain and maintain a stateside driver's license within 30 days of employment.
  • Must obtain and maintain a State Issued Class A Commercial Drivers License (CDL) with Hazardous Material endorsement within 24 months of employment.
  • Must obtain and maintain a Government driver's license within 30 days of employment.
  • Must be a graduate of a DoD Explosive Ordnance Disposal (EOD) Course (i.e. US Naval Explosive Ordnance School).
  • Will be required to perform Emergency response and remediation activities.
  • Position is covered by the Lautenberg Amendment to the Gun Control Act of 1968.
  • Must wear government provided uniforms.
  • Subject to pre-employment and random drug testing.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • Must be able to use OSHA personal protective equipment (PPE).
  • Position is Emergency Essential.
  • Mobility for temporary duty assignments both CONUS and OCONUS that may last up to six months at a time or longer.
  • Moderate to Heavy Lifting up to 50lbs.
  • This position has a TDY requirement of up to 50% of the time both CONUS and OCONUS.
  • This position requires pre-employment physical and an annual physical thereafter.

GS-11 Requirements: Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes (1) disposing of conventional ordinances/explosives; AND (2) ensuring compliance with DoD explosive safety requirements; AND (3) performing emergency response to found munitions. Or Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Safety and Occupational Health. Or Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total must be 100% or higher. AND Selective Placement Factors: You must be a graduate of a DoD Explosive Ordnance Disposal (EOD) course (i.e. US Naval Explosive Ordnance School). This position also requires you to have a minimum of five to seven years combined military and civilian EOD/ Unexploded Ordnance (UXO) experience. You will be evaluated on the basis of your level of competency in the following areas: Ammunition and Explosives MaterialAmmunition and Explosives TransportationExplosives OperationsMunitions Risk Analysis and Mitigation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
