This position is located at the Bureau of the Fiscal Service, Deputy Commissioner Transformation & Modernization, Office of the Assistant Commissioner, Information & Security Services (ISS)/Chief Information officer (OAC-CIO), Division as assigned.
Duties
As a Program Analyst, you will:
Establish criteria for measuring program effectiveness within ISS.
Review, evaluate and recommend modifications to program goals, objectives and priorities.
Take the lead for the division on budget, procurement and training efforts. Coordinate meetings, data calls, requests, track all budget items, ensure the necessary paperwork is created and seek approval as required.
Act as the division audit liaison for receiving and tracking inquiries and submitting audit responses.
Compile and evaluate data, produce reports, and write and edit articles and other communications on behalf of the assigned organization for inclusion in widely distributed reports and publications.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
- Experience analyzing findings and making recommendations to management to improve programs or operations; AND
- Analyzing and evaluating general and specific laws, regulations, and policies; and recommending and implementing proper method(s) of satisfying requirements; AND
- Communicating both orally and in writing with personnel (e.g., network administrators, legal, and management).
Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
- Analyzing program issues and recommending resolution actions in support of agencies or internal and external stakeholders; AND
- Communicating findings in a clear and well-organized manner to internal and external individuals at all levels of an organization; AND
- Applying rules, regulations, polices or procedures in order to determine most effective work processes.
OR
You may substitute education for specialized experience as follows:
- Ph.D. or equivalent doctoral degree, OR
- 3 full years of progressively higher-level graduate education leading to such a degree, OR
- LL.M., if related
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: For the GS-09 is one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
- Collaborating and working with internal and external stakeholders in a team-orientated environment; AND
- Experience identifying day-to-day operational issues to analyze and recommend solutions to problems; AND
- Applying rules, regulations, polices or procedures in order to determine most effective work processes.
OR
You may substitute education for specialized experience as follows:
- Master's degree or equivalent, OR
- 2 full years of progressively higher-level graduate education leading to such a degree, OR
- LL.B. or J.D., if related.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
- For the GS-12, you must have been at the GS-11 level for 52 weeks.
- For the GS-11, you must have been at the GS-09 level for 52 weeks.
- For the GS-09, you must have been at the GS-07 level for 52 weeks.
