This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Works on floating plant, and directs movement of tow boat and barges to tie tow together, dock, and position for work. Duties include handling lines, operation of deck equipment, painting surfaces, and operating a variety of vehicles and boats.
Duties
Handles lines in making and breaking tows and moorings to assure that 354; boats, barges, and other plant equipment are tied securely.
Operates deck equipment such as power winches, water pumps, cables, checking and filling oil and greasing boat engines, power generator/engines, etc.
Assists in fueling operations by checking fuel levels and handling fuel hose and attachments to fill fuel tanks.
Assists in minor repairs to boat and other equipment by performing basic tasks such as getting tools and supplies, carrying and lifting materials, etc. under the direction of a higher level employee.
Paints or assists in painting surfaces of floating plant working equipment such as exterior of barges, exterior and interior walls of river towboats, etc.
Operates various vehicles such as an automobile/GVW 4000 lbs., pickup trucks/GVW 5100 lbs., four-wheel drive vehicle/GVW 7500 lbs., and may operate other vehicles such as a dump truck/GVW 22,000 lbs. or more.
Operates motorboats up to 26 feet in length on rivers and lakes, used as mode of travel and transports passengers or delivers items to specified locations.
Operates motor vessels over 26 feet in length on rivers, used as mode of travel and delivers items to specified locations. Under close and constant direction may fully operate motor vessel in licensed operator's presence.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain/maintain a state driver's license.
- Must be able to obtain/maintain a Class A Commercial Driver's License.
- Must complete pre-employment and periodic physical examinations.
- Must take a pre-employment drug test and is subject to random drug testing.
- Must be able to obtain/maintain a Boat Operator's license.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a Deckhand ~ without more than normal supervision. I have the ability to perform common operational duties on deck and engine room machinery and equipment; operating various vehicles such as pickup trucks, four-wheel drive vehicles, and dump trucks. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort: Employee is exposed to frequent physical exertion such as in lifting and pulling ropes and cables. Employee is required to walk on wet, slick, icy decks and rough and uneven terrain.
Working Conditions: Works outside under all weather conditions and over water on decks of boats, barges, and around moving machinery and equipment. There is danger of falling or slipping into the river and drowning; being struck by falling, rolling, or swinging piling, stone and other objects, or lines parted under strain; becoming entangled in moving cables and lines; and cuts and bruises from tasks performed.
