You will serve as an IT SPECIALIST (PLCYPLN) in the INSTALLATION ENGINEERING AND LOGISTICS DIVISION of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

You will manage and perform work that involves developing, delivering or supporting IT systems and services. You will provide expert technical and programmatic advice, guidance, and recommendations to management and stakeholders on critical IT issues. You will develop, implement, and ensure compliance with plans, policies, standards, infrastructures, and architectures that establish the framework for the management of all IT programs. You will undertake and complete complex tasks with multiple dependencies independently, mentors others regularly, and leads others to accomplish complex goals. You will review Change Order Request Notifications (CORNs) for validity and project applicability and coordinate with project team, contracts personnel, and finance personnel to adjudicate and process change orders.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 Intermediate Level within 6 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Undertake and complete complex tasks with multiple dependencies independently, mentors others regularly, and leads others to accomplish complex goals. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Apply oral and written communication skills to interface effectively with personnel at all levels and has proven ability to support briefings or presentations to mid-level stakeholders. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Act as a principal point of contact for matters concerning Fleet Installation and Integration of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) and Cyber systems for NIWC Pacific 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Provide expert technical and programmatic advice, guidance, and recommendations to management and stakeholders on critical IT issues. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-09 or pay band NO-03 in the federal service or equivalent experience in the private or public sector to act as a point of contact for matters concerning cost management of Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) and Cyber systems.
