This position is located within the Office of Communications and External Affairs at the Greater Los Angeles Health Care System in Los Angeles, CA. The primary purpose of the position is to provide public affairs communication functions for the organization.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Increase internal and external awareness of VA National Programs, services, special events and projects, social media, internet and website content, technologies, personnel, and research accomplishments. Establish, create, and maintain proactive contact with media outlets, Congressional and local government offices, Veteran Service Organizations, and health care affiliates. Actively pitch and place stories with media outlets. Serve as a facility spokesperson advisor for the facility including responding in writing and orally to questions about criticism of the agencies activities or policies. Create, plan and execute special events, coordinate high profile visits and support outreach efforts for Veterans not enrolled in the VA Healthcare System. Develop budgets, write issue briefs, direct and manage activities of supporting staff and contractors. Coordinate the development and implementation of social media engagement strategies, policies and plans integrated within existing communication campaigns supporting VA's mission to better serve Veterans. Track, measure, and analyze social media performance goals. Perform other duties as assigned. Work Schedule: Monday to Friday - 8am to 4:30pm Recruitment & Relocation Incentives: Not authorized Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position you must possess at least one of the following: EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a GS-11 VA Public Affairs Specialist and that is typically in or related to the work of the position to be filled. Qualifying specialized experience includes: participating in day-to-day public affairs activities; serving as a facility spokesperson; responding to media inquiries; developing and managing internal and external communications, web site content, publications, etc.; briefing members of the general public, media, etc.; and coordinating special events, press conferences, etc. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EDUCATION AND EXPERIENCE: An equivalent combination of successfully completed progressively higher-level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
