The incumbent serves as a Lead Police Officer (Sergeant) ensuring a safe and secure environment across all VA Administrations and properties within various settings, including a variety of jurisdictional environments, such as VHA Medical Centers and facilities, Inpatient Clinics, Outpatient Clinics, domiciliaries and administrative sites throughout the United States
Duties
Leads a team of Police Officers and other administrative staff. Directs day-to-day lead policing operations and non-lead policing assignments. Works in collaboration with the Police Supervisor carrying out PS's overall mission where most of the work is performed on Departmental property. This includes any properties owned, leased, or licensed when consistent with Federal law, regulation, VA policy and operational guidance. Assigns, distributes, reviews, approves, and disapproves employees' assignments.
Provides on the job training and acts as a field training officer to new employees. Answers questions of other employees on procedures, policies, directives, etc. Obtains needed information or decisions from supervisor on problems that come up.
Provides guidance to employees regarding specific assignments and ensures available written instructions, reference materials and supplies are present. Coaches and mentors current and new employees to ensure employees obtain the necessary training to be productive.
Keeps the supervisor informed of the employees' performance, progress, training needs, and behavior problems. Provides information and feedback to the supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs.
Performs certain elements of the work away from Departmental properties when consistent with Federal law, regulation, VA policy and operational guidance.
Carries firearms and other weapons, intervenes when necessary to deescalate situations and determines when and how much force must be applied. Advises individuals of their (Miranda, Weingarten, Garrity, etc.) rights, and protects the constitutional and civil rights of persons.
Identifies and preserves evidence, writes comprehensive incident reports, prepares case files, and testifies in court as it pertains to enforcing laws and regulations. Provides patrol in vehicles, by foot and/or on a bicycle. Detects and intervenes in criminal activity. Responds to calls for police assistance, irregularities, and unusual or suspicious circumstances. Investigates incidents and takes steps to mitigate further risk and resolve situations. Provides emergency response coordination as needed.
Performs drug and contraband intervention techniques and provides training to those areas where contraband identification and knowledge is imperative for the staff.
Seeks, detects, seizes, and protects evidence and witnesses at the scene of an incident. Exercises search and arrest authority. Detains witnesses and apprehends suspects, makes arrests and performs booking procedures.
Controls facility access via Entry Control Point (ECP) and Traffic Control Points (TCP) during emergency operations. Takes charge of significant and catastrophic events as the incident commander (e.g. active threats/shooter, terroristic threats or attacks, suicides, fires, full and partial property closures, infrastructure failures and natural disasters) until additional resources are mobilized and response plans are fully executed. Executes emergency response procedures designed to isolate, contain, and defeat aggressive actions and restore normal operations as quickly and efficiently as possible.
Leads and provides staff guidance on how to preserve what is needed for crime scenes. Summons additional emergency response personnel, communicates risks, facilitates access and coordinates, initiates or assists with partial or total evacuations. Coordinates and directs responding personnel and emergency vehicles to safe routes.
Leads staff that functions as the first line of defense during violent crimes in progress, terror attacks, potential threats to personnel or VA properties, and general crimes at all classification levels including, petty offenses, misdemeanor, and felonies using appropriate levels of force. Reacts to neutralize threats, secure resources, and mitigate further risk to personnel, and property.
The independent decisions could be lifesaving and will be made without the assistance of supervision. Provides guidance and assistance to staff in the use of the National Incident Management System and Incident Command System protocols to establish command and control, develop a course of action and contain, mitigate, and recover from an incident. Provides advice and guidance regarding the system operations and data to staff as needed. Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Leadership skills to carry out the responsibilities of a Lead Police Officer over an immediate PS staff. Detailed knowledge of the full range of police and law enforcement services including state, county and federal laws, regulations, methods and procedures that apply to the facilities depending upon their geographical location and type of jurisdiction to ensure policing compliance and to prevent and resolve offenses.
Thorough knowledge and skills of policing procedures to properly conduct search and seizure of evidence/contraband, pursue and apprehend persons fleeing a crime scene or attempting to resist arrest; to identify and arrest violators based on eyewitness accounts; to serve warrants and subpoenas to individuals on the property and to support dignitaries and activities specifically designated by the facility Director.
Knowledge of firearms and tactics for deployment in emergencies to carry out policing emergency services and procedures, such as weapons and chemical agents, negotiations, building layouts, terrorist threats and counterterrorism methods, search and rescue techniques, and crowd and demonstration control.
Knowledge of Police Service security protection operations necessary to evaluate existing crime prevention methods and recommend to supervisor changes to existing programs; and to prepare and finalize accurate law enforcement reports using the correct report formats, procedures, and terminology.
Skills to effectively communicate in a socio-political climate and keep abreast of how it contributes to people and suspects potentially reacting antagonistically or aggressively to law enforcement personnel or activity. Writing skills to prepare a variety of policing related reports and documents for immediate supervisor's review and approval.
Knowledge of proactive patrolling activities to maintain law, order and a safe and secure environment based on criminal or terror trends and knowledge to deter and detect such activity, including recognizing potential gang affiliations and the risks/difficulties associated with them when interacting with witnesses, suspects and the general public. Skills using various automated systems and equipment located in a dispatch center, including the National Crime Information Center (NCIC) terminal, internal Closed-Circuit Television (CCTV) surveillance system, National Incident Management System (NIMS) and Incident Command System (ICS) to guide operations to dispatch personnel and to properly enter and retrieve information on individuals and vehicles.

Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion such as running, frequent climbing of multiple flights of stairs, and carrying items weighing over 50 pounds. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain persons who are often uncooperative, assaultive, and/or armed.
Work Environment: The work involves both moderate and high risks and possible endangerment of life or serious injury that requires the exercise of safety precautions and use of personal protective equipment The work is performed in settings in which there is regular and recurring exposure to moderate to severe discomforts and unpleasantness, such as high temperatures in confined spaces, high temperatures due to mandatory protective personal equipment, or adverse weather conditions during extended periods of traffic and patrol duties. The work involves moderate risk requiring exercise of safety precautions when working around hazardous materials such as toxic gases, explosives, infectious biological materials, and others that pose a moderate risk of exposure.
