The primary purpose of the position is to serve as the Telehealth Coordinator assigned to the Specialty Care Clinical Resource Hub (SC-CRH) under Connected Care Service at VAPAHCS. This position provides critical operational and technical program management and support necessary to sustain clinical telehealth operations for the SC-CRH.

Duties

The SC-CRH Telehealth Coordinator is responsible for supporting the SC-CRH primarily by ensuring smooth, efficient operation of all the telehealth modalities. This position provides dedicated technical support to the SC-CRH. Responsible for SC-CRH technology planning, budget preparation, and coordination and implementation of national and VISN program technical initiatives as it relates to CRHs, and implementation, management, and evaluation of all telehealth technologies / applications for the SC-CRH. Additionally, the incumbent has responsibility for all aspects of Telehealth Service Agreements for sites at which care is delivered. The SC-CRH Telehealth Coordinator also works directly with the national CRH program leadership, VHA Office of Connected Care, as well as the VISN CRH Hub and Spoke staff to incorporate new technology, concepts and programs into new and existing systems. Serves as the VISN CRH telehealth technology Subject Matter Expert (SME) for all CRH Connected Care Telehealth Technologies. The SC-CRH Telehealth Coordinator collaborates with SC-CRH leadership and spoke sites to develop, manage and update Telehealth Service Agreements for sites at which care is delivered. The incumbent will be responsible for all aspects of the TSA process, including drafting and reviewing TSAs, managing the electronic TSA Library, and tracking and completing TSA requirements such as annual reviews. Utilizes procedures and systems for assessing the effectiveness of SC-CRH solutions using automated and other data sources. Investigates discrepancies in data, works with staff to resolve the underlying operational/business issues indicated by the data and performs audit/inspection activities for Telehealth and Connected Care technologies throughout the facility/healthcare system. Ensures that all program activities are carried out in accordance with regulations. Recommends and assists in evaluation and monitoring of the quality, safety, efficiency, utilization, productivity and effectiveness of SC-CRH technologies to meet clinical needs. Develops mechanisms to evaluate and monitor the quality, safety, efficiency, utilization, productivity and effectiveness of telehealth technologies and integration of said technologies to meet clinical need for the SC-CRH across the VISN. Work Schedule: Monday-Friday, 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Thorough knowledge of administrative and technical information. Knowledge of VA policies and operating procedures as they relate to technical operations and infrastructure and telehealth technology, including Telehealth Service Agreements and their requirements. Ability to identify an issue, quickly analyze the problem, advising and instructing support staff concerning such matters as directives, reports, correspondence and data collection procedures to a variety of diverse individuals. Expert knowledge and skill in oral and written communication techniques and processes, such as communicating detailed technical information in a clear, logical and concise manner. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions, (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Must submit a copy of transcripts if using education to qualify and transcripts must show the degree was conferred or awarded. Degree must be in a related field. OR, Combination: Applicants may also combine education and experience to qualify at this level. Transcripts required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary, and the employee may sit comfortably.
