General Engineer for the Portland Area IHS, OEH/E, Facilities Engineering as a Recent Graduate Program student who will receive program specific training.
The HHS Recent Graduate Program is a one-year program designed to provide an opportunity to those individuals who lack experience to participate in Federal civil service jobs, enabling them to develop on the job as they establish their career for individuals who have recently graduated from a qualifying educational institution or program.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
Eligibility: The Recent Graduates Program has the following requirements:
Applicants must have graduated from a qualifying educational institution or program.
Applicants must apply within two years of completion of their educational program.
Veterans who were precluded from applying due to their military service obligation up to six years of their completion of a certification or degree program.

MINIMUM QUALIFICATIONS:
GS-07 Grade Level:
1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-05 level in the Federal service as described in the vacancy announcement. Examples include knowledge of engineering principles, methods, and techniques; knowledge of energy conservation and computer maintenance management systems; skill in design and construction activities for healthcare facilities; OR
Bachelor's degree in an engineering program with Superior Academic Achievement; OR
Successful completion of at least one full year of graduate level education in engineering or a related field; OR
Bachelor's degree in engineering AND 12 months' work experience as a technician equivalent to the GS-5 grade level or higher; OR
Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering.
GS-09 Grade Level:
1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-07 level in the Federal service as described in the vacancy announcement. Examples include Specialized experience which is directly related to standard engineering practices, methods, and techniques to perform design work applicable to the design, construction, maintenance and repair of healthcare facilities; developing reports, engineering statements of work for facilities to be modified or repaired; and performing engineering duties concerned with the design, repair, and buildings and HVAC controls, utilities and related systems; OR
Master's degree in engineering or a related field or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to a master's degree in engineering or a related field; OR
Bachelor's degree in an engineering program with Superior Academic Achievement AND 1 year of appropriate professional experience. One of the following three needs to be met for Superior Academic Achievement: (1) Class Standing- upper third of the graduating class. (2) Grade-Point Average- 3.0 or higher out of a possible 4.0 as recorded on official transcript, or based on courses completed during final 2 years of curriculum; OR 3.5 or higher out of a possible 4.0 based on average of required courses completed in major, or required courses in major completed during the final 2 years of curriculum. (3) Honor Society Membership- election to membership in a national scholastic honor society; OR
Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering AND 1 year of appropriate professional experience; OR
Combination of graduate level education in engineering or a related field AND specialized experience that meets 100% of the qualification requirements for this position. My qualifying graduate education is in excess of 18 semester hours.
GS-11 Grade Level:
1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service as described in the vacancy announcement. Examples include: Specialized experience which is directly related to standard engineering practices, methods, and techniques to perform design work applicable to the design, construction, maintenance and repair of healthcare facilities; developing reports, engineering statements of work for facilities to be modified or repaired; and in performing the full range of engineering duties concerned with the design, repair and operation of health care facilities, buildings and HVAC controls, utilities and related systems; OR
Ph.D. or equivalent doctoral degree in engineering or a related field or 3 full years of progressively higher-level graduate education leading to a Ph.D. in engineering or a related field; OR
Combination of graduate level education in engineering or a related field AND specialized experience that meets 100% of the qualification requirements for this position. My qualifying graduate education is in excess of 36 semester hours.

This position has an education requirement. Unofficial transcripts will be accepted in the application package. Official transcripts will be required from all selectees prior to receiving an official offer.
Basic Requirements:
A.
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B.
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
- 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
- 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
- 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)
