Duties

Operate a variety of gasoline or diesel powered engineering and construction heavy equipment in all terrain environments to include mountainous, remote, and steep slope environments. Grade controlling duties include operating construction equipment with wheeled or crawler type traction, such as road graders, tractors with bulldozer or angle dozer blades, etc. Excavate, backfill, grade, or level earth to rough specifications on such projects trails, roads, dams, dikes, reservoirs, culverts, water developments, structural facilities, firelines, campgrounds, utility lines, concrete pads, construction sites. Operate a variety of motor vehicles such as light and heavy duty pickup trucks, vans, dump trucks, flatbeds, water tanker trucks, semis, lowboys, etc. Operate a forklift to load and unload materials in an outdoor and/or indoor environment. Complete minor maintenance projects such as cleaning culverts and ditches; clearing brush and other debris from roads and/or firelines; installing cattle guards, culverts, signs, and/or fences; removing snow, etc. Lead, train, and/or mentor other employees in the operation of engineering equipment on an intermittent and non-continuing basis only. Perform routine/minor preventative maintenance, repairs, and safety inspections on engineering equipment and/or motor vehicles. Assist in the development of contract specifications, cost estimates, etc. Serve as Contracting Officer?s Representative (COR) on related contracts. Perform lower graded painting, electrical, plumbing, masonry, cement, and welding work.

  • The incumbent is required to wear all applicable Personal Protective Equipment (PPE) associated with the job.

Qualifications

Screen-out Element: Ability to do the work of the position without more than normal supervision. Applicants for the position must have operated, as a regular part of employment, a road grader along with one or more small and large wheeled diesel-powered equipment such as crawlers (D6), bulldozers, excavators, backhoes, brush-cutters, and/or front-end loaders. You must possess a valid Commercial Driver's License (CDL). OPM Job Qualifications System for Trades and Labor Occupations will be used in determining your qualifications. There is no specific length of training or experience required; however, you must be able to demonstrate through experience shown in the resume materials, that you possess the skill level that has equipped you with the particular job elements to successfully perform the duties of Engineering Equipment Operator without more than normal supervision. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: Heavy physical effort is required in constantly climbing in and out of different machines, and pushing and pulling levers continuously while machine is in operation. Work is strenuous because of the large equipment operated, the adjustments made, and the adverse operating conditions. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. The incumbent is required to lift and carry items weighing up to 50 pounds and often puts forth similar effort when pushing, pulling, turning and positioning parts, assemblies, equipment and tools. Work Environment: The operation of large and complicated gasoline or diesel powered engineering and construction equipment in difficult circumstances increases exposure and risk of injury. The incumbent works both inside and outside and is exposed to hot and humid weather and/or extremely cold weather with temperatures ranging from below 0 to above 105 degrees Fahrenheit. Ice, road oils, and other items such as loose gravel and rocks may create hazardous conditions. The operator is subjected to noise, vibration, dust, dirt, oils, solvents, and fumes from motors and exhausts. When working inside, the incumbent must ensure proper ventilation to minimize fumes caused by equipment or vehicles. The incumbent is frequently exposed to the possibility of receiving cuts, abrasions, bruises and strains while servicing and operating equipment. The incumbent is required to follow all prescribed safety practices and use Personal Protective Equipment (PPE) such as protective hearing devices and hard hats to prevent injury.
