This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Care Network (VISN 6), at the Richmond VA Medical Center (VAMC) and is the Medical Administration Officer (Chief, Health Administration Service). This position is a detail position not to exceed 1 year with the option to make the position permanent.

Duties

Duties include but are not limited to: Budget Guidance and Administration Assures that health administration policies and processes are coordinated with other administrative services and supportive of clinical activities. Develops the need for and maintains awareness of available resources, and makes recommendations to Medical Center management regarding needs, distribution or redistribution of resources within HAS. Develops, implements, monitors, and adjusts plans to effectively and cost-efficiently accomplish the mission within budgetary constraints. Exercises financial management responsibilities for a minimum of 20 fund control points of the Service and develops workload and cost data for the preparation of the medical center budget. Formulate annual budgetary information and forward such to the Chief Financial Officer Provides leadership and guidance in determining the resource needs of all HAS organizational elements. Direction/Long-Range Planning Develops both long and short-range plans for HAS by coordinating the medical administration needs of the Service. Responsible for making and implementing decisions directly affecting patient care. Adapting the principles, practices, processes, and techniques common to any situation to the specialized requirements of the Medical Center. Requires considerable knowledge of general clinical systems, programs, and practices, and of how these clinical principles and practices related to the unique administrative characteristics and needs of the particular health care delivery system served. Provides active and well information administrative participation in planning for the delivery of health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Program Administration Must have in-depth knowledge of how the total health care delivery system works which includes the functions of the various services of a hospital and how they interact, the administrative requirements of the other service such as the fiscal, personnel, surgical and medical services medical staff organization and accepted standards of practice. In-depth knowledge of the requirements, laws, regulations and practices administered by HAS is required. Reviews patient administration and patient care functions to identify areas where improvement could be realized by staff and operational personnel. Conducts workload surveys and scheduling studies in clinics, admission services, various clinical services, and changed work distribution, scheduling policies, etc. Participates in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations and position management. Coordinates and processes all congressional correspondence concerning administration matters in relationship to HAS matters for the facility. Responsible for and is expected to actively participate in the conduct of bed utilization studies, analyses, and evaluations. Provides technical and administrative supervision to the various work units within the HAS through subordinate supervisors. Oversees the daily operation of the units within HAS, and ensures that agency policies and priorities are being followed. Initiates reassignment of personnel as required, and has comprehensive knowledge of Medical Center operations, advising on personnel utilization Due Process Represents management at labor management meetings, provides information, and resolves conflicts and/or problems that arise and assures management officials are familiar with the negotiated agreement. Serves as deciding official for most complicated HAS actions. Quality/Productivity Goals Establishes minimum standards for quality and productivity. Directs program implementation, conducts special studies to resolve administrative problems that arise in the course of normal operations, and will present conclusions/recommendations. Develops, interprets, applies, and integrates objective criteria and acceptable standards for use in monitoring activities. Ensures quality assurance issues pertaining to the Service are documented and appropriate follow-up action occurs regarding any problem, or recommendation found or made as a result of the Service's quality assurance activities. Identifies problem and/or opportunities to improve care though such avenues as informal meetings, formal meetings, statistical data, occurrence screens, incident reporting, procedure care review, etc. Work Schedule: Monday-Friday, 7:30am-4:00pm Telework: ADHOC as determined by agency Virtual: This is not a virtual position. A temporary promotion may be made permanent without further competition provided the temporary promotion was originally made under competitive procedures and was made known to all potential candidates. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important programs, developing detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or developing criteria for evaluating the effectiveness of the program, identifying and developing ways to resolve problems or cope with issues which directly affect the accomplishment of principal program goals and objectives.
