The Supervisory Medical Administration Specialist position is located within Health Administration Service (HAS), Patient Registration Section, and organizationally reports to the Supervisor(s) Patient Registration. Incumbent serves as the Assistant Supervisor of Patient Registration and Enrollment Coordinator for the VA Pittsburgh Healthcare System (VAPHS). Incumbent is required to rotate with other supervisors to any VA Pittsburgh location.
Duties
The Supervisory Medical Administration Specialist position is supervisory in nature and requires continuing and ongoing responsibility in assisting in recommending program plans and policy matters. Incumbent supervises staff members of the Patient Registration Section of HAS. The Incumbent must be knowledgeable of all federal/state laws and regulations, VA and V APHS policies, guidelines and memorandums for all areas in Patient Registration Section.
Duties of the position include but are not limited to:
Performs the administrative and human resource management functions relative to the staff supervised.
Establishes guidelines and performance expectations for staff.
Managing and directing various programs within Patient Registration Section to include establishing the objectives and performance goals and assess progress.
Initiates nondiscriminatory practices and affirmative action for the area supervised.
Analyze identified organizational and operational problems and develop timely solutions.
Persuade employees/others to work together as a team toward a common goal in accordance with VA vision/mission/ICARE.
Distributes and balances the workload among employees in accordance with established work flow or job specialization.
Plans, develops and conducts formal/informal training for all staff.
Provide guidance to staff on benefits and administrative issues related to patient care.
Implement new procedures which have a direct impact on program objectives for the organization.
Knowledgeable of all Federal Regulations, guidelines and memorandums for all areas within Patient Registration.
Competent in effective communications with a wide range of people, both verbally and in writing.
Demonstrates the interpersonal ability to provide assistants and technical advice to individuals and groups, and adjusts approaches to suit different people and situations.
Manages constantly changing deadlines and unexpected changes in work assignments, goals and adjust operations accordingly.
Responsible for solving problems not covered by established policies.
Work Schedule: Monday through Friday, 7:30 am - 4:00 pm. On call supervisor coverage may be required during weekend and off tours.

This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Applying analytical and evaluative methods and techniques concerning efficiency and effectiveness of program operations,
Knowledge and application of federal/state laws and regulations,
Possess strong interpersonal and communication skills for coordinating a professional office environment and resolving issues,
Performing administrative and human resource management functions to supervised staff,
Assigning work, setting priorities and develop performance standards to staff.OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or equivalent graduate degree, OR 3 full years of progressively higher level graduate education leading to such a degree. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 3 full years. (TRANSCRIPTS REQUIRED)

Physical Requirements: The work involves, standing, walking, and ensuring staff are in respective duty locations. Some slight physical effort may be required. Work is mostly sedentary but requires some bending, walking, standing, lifting, and carrying of light items, such as reports to various areas of the Medical Center. Working at the computer for long periods of time and accessing information from the various computer systems is necessary.
