About the Position: Serve as a Director, for U.S. Army Contracting Command - Redstone (ACC-RSA), responsible for planning, directing, reviewing, and coordinating assigned functions of the organization through subordinate supervisors. This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.

Duties

Serve as a Director, for U.S. Army Contracting Command ? Redstone (ACC-RSA), responsible for planning, directing, reviewing, and coordinating assigned functions of the organization through subordinate supervisors. Responsible for career management for CF-14 personnel within the contracting organization and assures local implementation of career program policies and procedures. Responsible for the overall planning, direction, and coordination of the contract planning, solicitation, pricing, negotiation, execution, policy and management functions of ACC-RSA. Provide both technical and administrative supervision to civilians and military contracting and procurement personnel, which involves setting goals and priorities, evaluating performance and setting standards.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain/maintain a SECRET clearance.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually,
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
  • This position is a Critical Acquisition Position (CAP)/Key Leadership Position (KLP) . The incumbent must become a member of the Acquisition Corps.
  • This position requires the incumbent to sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.
  • The duties of this position require occasional temporary duty (TDY) travel.
  • This position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant.

OR EXEMPTION: (A) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement, you must also meet the specialized experience: Specialized Experience: One year of specialized experience equivalent to at least the NH-03/GS-13 grade level in the Federal service which includes: 1) Developing and implementing acquisition policies, reviewing acquisition strategies, justifications and approvals and negotiation strategies on major contracts; 2) Coordinating internal compliance reviews and external audits inspections; 3)Directing procurement programs to include providing guidance for contracting policies and procedures; and 4) Planning and directing the work of personnel to include evaluating performance of subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/GS-13. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementLeadershipPreparation and NegotiationProcurement Analysis
