The primary purpose of this position is to serve as the focal point for the Air Force Personnel Center (AFPC) long-range strategic plans; new programs; and for interpreting, developing, and implementing Air Force inspection policy. This is a developmental position with known promotion potential to the target position of: GS-1801-13.

Duties

GS-12/13 As the subject matter expert (SME) the position serves as the AFPC IG Inspections Manager. As the SME, the position develops, integrates, and directs the AFPC planning activities. Manages the integration of multi-disciplinary resources necessary to support center-wide tasks and projects. Performs thorough analysis of unit capabilities versus inspection requirements to determine the most efficient exercise and inspection scenarios which minimize costs and maximize unit readiness. Represents the IG with a variety of installation, functional area, MAJCOM, SAF, and DoD organizations.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

  • IAW AF guidance, incumbent must attend the USAF Basic Inspectors Course for UEI or CCIP (as appropriate) within 90 days (180 days for ARC) of assignment to an IG position; and Wing IG inspectors of nuclear-capable units will complete the USAF (con't)
  • (con't) Nuclear Inspectors Course within 180 days of assignment to an IG team. Successful completion of other courses will be accomplished IAW applicable DoD and AF regulations.
  • This is a developmental position; this position may be filled at the GS-12-Target-GS-13 grade level, or this position may be filled at the Fully Qualified GS-13 level based on the qualification of the candidate. The individual selected for (con't)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; criminal and case law precedents; administrative and legal procedures; requirements of various legal jurisdictions; a broad range of advanced investigative techniques, research methodologies, and statistical and financial analyses; and business practices common to regulated entities and parties sufficient to perform duties. TIG Statement Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: CURRENT/PREVIOUS FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 grade/level position is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position with the previous 52 weeks. GS-13 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of, and skill in applying, a wide range of complex inspection principles, concepts, and practices in order to recognize and resolve discrepancies; and develop new approaches, methods, or procedures to improve data gathering and analysis techniques. Expert knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources for AFPC; and of the mission, capabilities, organizations and operations of the Inspector General. Mastery of a wide range of advanced analytical and evaluative methods/techniques to assess the efficiency and effectiveness of operations and the improvement of critical command-level plans and programs. Expert knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Comprehensive knowledge of the various command entities involved in overall planning and execution of operations and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Public Laws, Executive Orders, DoD Regulations, Air Force Instructions, and other issues related to the inspection process, to include DoD and AF administrative and inspection policies, procedures, techniques, and practices, as well as public information release and denial determinations (Freedom Of Information Act Official Use Request, Privacy Act, etc.). Knowledge of Air Force, MAJCOM/DRU, and installation program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various wing/center entities involved in overall program planning and execution of military operations and evaluations. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and development of multifaceted plans and programs for conducting operations, and to adapt precedents or existing strategies to meet unusual needs, special demands, and determine feasible solutions to meet mission requirements. Skill in analyzing, planning, and adjusting work operations to meet program requirements and objectives within available resources; and in analyzing reports to identify relevant issues, identify potential trends, and draw sound conclusions in order to make appropriate recommendations. Ability to plan, organize, and negotiate effectively with senior specialists and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; and work in a professional manner with installation leadership, as well as with local community, state, and/or Government agencies necessary to implement effective exercise and contingency response actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
