The Pharmacy Operational Supervisor provides oversight for all pharmacy operations (supervision of Clinical Pharmacists and Pharmacy Technician Supervisor, all aspects of medication dispensing, controlled substance accountability, equipment use and maintenance, inventory management, staff and patient relations and planning) for one of the sections (American Lake, Seattle Outpatient, Seattle Inpatient) of the Pharmacy and any associated clinics.
Duties
Duties include, but are not limited to:
Clinical:
Promotes a patient centered, team-based multi-disciplinary model of pharmaceutical care to promote optimal patient health related outcomes.
Maintains active on-line practice to develop and utilize a skill set and knowledge of current pharmacy practice and operations.
Maintains Indian Health Service (IHS) pharmacy counseling program to educate and verify a patient's understanding of each medication's indication, proper use, expected outcomes, how to obtain more medication, and how the current prescription will be processed (mail or pick up).
Collaborates with other pharmacy supervisors and program managers to integrate ambulatory care and inpatient care activities and standardize care between American Lake and Seattle to enhance continuity of care.
Promotes reporting of actual and/or potential medication errors and adverse drug reactions and participates in quality improvement initiatives to promote patient safety. Actively participates in patient safety root cause analysis (RCA) program.
Executes budget by identifying and evaluating medication procurement alternatives and by ensuring pharmacists adhere to formulary process so that patients receive the most cost-effective drug therapy.
Administration/Supervision:
Participates in employee recruitment and selection process using Performance Based Interviewing techniques and Equal Employment Opportunity principles.
Develops, validates and utilizes workload assessment tools to justify allocation of staffing and equipment resources and support requests for additional resources.
Manages Clinical Pharmacists (CP) and PGY-1 Residents during weekend staffing including assigning schedules, managing leave and conducting appraisals of staff performance.
Fosters opportunities for staff engagement on multi-disciplinary committees, process improvement teams, pharmacy operations and policy setting, and succession planning.
Promotes a safe working environment by proactively identifying potential safety hazards within the workplace and initiating appropriate work orders.
Incorporates continuous quality improvement (CQI) philosophy into all areas of the Pharmacy. Develops quality assurance criteria, monitors and evaluates quality of care provided by the Pharmacy and reports results to Operational Associate Director and staff.
Evaluates workflow and automation solutions, in collaboration with Nursing and Medical staff, that promote safe, effective, and efficient medication distribution.
Responsible for the security and integrity of controlled and non-controlled substances which are under the control of the Pharmacy; ensures all standard operating procedures are in place and in compliance with DEA and VHA laws and regulations.
Responsible for the daily operation of pharmacy automation. Ensures staff are trained on the operation of equipment and that procedures are followed consistently.
Continually contributes to the upkeep of Medical Center and service line policies involving pharmacy operations.
Education and Training:
Conducts orientation and training for new staff. Assesses new employee competencies and identifies additional training and education needs.
Identifies ongoing education and training needs of the section and assists in staff development by designing and implementing training programs and written standard operating procedures.
Promotes a learning organization culture by stimulating innovative and creative thinking in the workplace.
Maintains expert understanding of regulatory and quality standards pertaining to the section and shares that knowledge with staff.
Ensures mandatory training is completed on time.
Research:
Collaborates with the lnvestigational Drug Coordinator regarding logistics of preparing and dispensing investigational medications from the Inpatient Pharmacy.
Provides investigational drug information to medical, nursing, and other professional staff.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education:
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. (COPY OF LICENSE REQUIRED)
NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. ? 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-13:
Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level, OR completion of an accredited VA PGY-1 or PGY-2 program, OR are on track to complete an accredited VA PGY-1 or PGY-2 program by the time of hire/appointment.
Knowledge, Skills, and Abilities (KSAs). In addition to the basic requirements and experience, pharmacist assigned to this position must also demonstrate the following knowledge, skills and abilities:
a. Ability to effectively supervise subordinate staff.
b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
c. Expert understanding of regulatory and quality standards pertaining to pharmacy.
d. Skill in managing people or programs
Preferred Experience: Ideal candidate will have experience with pharmacy services for VA Community Care Network and Supervisory experience.

Physical Requirements: Heavy lifting (45 lbs. and over), moderate lifting and carrying (15-44 lbs.), light lifting (under 15 lbs.), reaching above shoulder, use of fingers, both hands, standing (up to 6 hours), repeated bending (up tp 2 hours), near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, depth perception, ability to distinguish basic colors, ability to distinguish shades of colors, hearing (aid may be permitted), and mental and emotional stability.
