This position is located in Headquarters, Business Management and Administration, Division of Training and Employee Development (HQ730), in Phoenix, AZ. Duties

Addresses the training needs of the BLM on a nationwide basis; works closely with all bureaus of the Department of the Interior, and other Federal agencies to provide technical and professional expertise in training and curriculum development Leads the BLM in providing access to state-of-the art instructional presentation systems and media production and equipment by producing packaged courses and training modules for use in various field locations. Produces live television broadcast via satellite for the agency. Directs the establishment, development and implementation of training programs that ensure employees have the skills necessary to carry out the mission of the BLM. Works with employees and managers to identify the future direction of training requirements and the gap between current and needed future competencies and skills. Develops and implements courses and programs to fill those gaps to accomplish Departmental/BLM initiatives and highly skilled workforce. Interprets and assesses new and revised legislation, regulations, executive orders, and departmental direction impacting on or related to training and employee development activities of the Bureau. Participates in policy deliberation and decision-making by BLM entities and provides the business and fiscal resources for integration into BLM specific components and issues.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.
  • May require a one year probationary period.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity as indicated by the following examples: experience directing and managing the development of national policies, procedures and guidelines for human capital management programs and functions (i.e., human resources policy and programs, recruitment and retention, safety, occupational health and emergency management, employee development and training, diversity and inclusion, and bureau wide special projects associated with succession/workforce planning, data extraction and statistical analysis); experience developing program budget, policies, procedures and guidance for all aspects of human capital-related program management; experience providing technical, administrative and procedural direction to subordinate employees on work to be accomplished; and experience resolving complex and highly controversial issues and problems relative to human capital management matters such as policy guidance and implementation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement.
