The Space Planner/Activations Specialist is responsible for performing administrative functions to support space management and planning within the Wilmington VA Medical Center (WVAMC) campus and any leased spaced. Incumbent is also responsible for managing and overseeing of resources, acquisitions, activations budget, and coordination of all administrative aspects to accomplish successful project activations within the medical center and community clinics.
Duties
Duties and responsibilities are, but not limited to:
Administrative Support for Project Activations
Provides a key role in facilitating collaboration and communication between services in the development and implementation of activations plans and timelines
Provides matrixed non-supervisory administrative guidance to multidisciplinary teams to facilitate administrative activities connected to planning and activation of construction and in-house construction projects.
Coordinates project activations through collaboration with internal and external stakeholders to include clinical representatives, Engineering project managers, FITS, and other key stakeholders.
Serves as the administrative subject matter expert for activation of projects, utilizing this knowledge to support the medical center in long term planning and strategic development of future space allocation / resource allocation projects.
Performs and/ or directs special studies and projects, some highly confidential and complex in nature. Analyzes proposals from service and facility leaders and offers solutions regarding purchases, space / resource needs, and timelines for activations and provides the leadership with an objective opinion before a final decision is made.
Provides administrative support on projects, recommends and implements courses of action for purchases and timelines, conducts executive review of correspondence such as action items and executive decision memorandums which requires the concurrence, or signature of the Medical Center Director or higher-level officials. They resolve significant problems relating to such correspondence through negotiations with the originating or concurring offices.
Administrative Space and Coordination
Provides administrative support to coordinate and assist with the development of the VAMC's Annual Space Plan and the development of a Master Space Plan.
The incumbent's responsibility is to conduct requirement, planning, and feasibility studies of administrative systems and procedures involving space, equipment, logistics, and facility modifications, including budgetary and staffing impacts, which are designed to determine the most effective utilization of the Medical Center's Space resources and Construction Project Activations. Problem studies often require complex and involved interactions with workflows and Medical Center systems which encompass multiple programs, sections and supervisory levels within and among a number of programmatic areas.
Communications
The incumbent is the focal point for all communication flow related to administrative requirements and processes for project activations. The incumbent provides higher level management and customer communication about significant matters; develops good working relationships with customers.
Incumbent provides data and expertise to guide and advise on major decisions and actions which have a direct and substantial effect on the goals and objectives of the service. These services and guidance focuses primarily after the conclusion of construction and after the Project Engineer is no longer involved.
The incumbent attends and/or sponsors conferences, training sessions, meetings, and other appropriate forums to facilitate information exchange with stakeholders and all interested parties. These sessions may directly support activations or may be trainings to improve the overall institutional knowledge to indirectly support future activations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/31/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in the rental real estate and public housing field; Experience planning, and carrying out project activations, special projects and space management functions to improve the efficiency and productivity of the medical center and staff in clinical and administrative areas.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Masters or equivalent advance degree or 3 full years of progressively higher level graduate education leading to such a degree.(Transcripts required)

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's Degree. (Transcripts required)
