About the Position: Serves as principal advisor and consultant to the Blue Grass Army Depot Commander and staff and manages the Equal Employment Opportunity (EEO) Program for the depot, tenants and serviced organizations. Responsibility includes the Federal Women's Program (FWP), Hispanic Employment Program (HEP), and the Equal Opportunity Program (EOP). Assures that the local program incorporates the requirements of law and regulations.

Duties

Develops and assures effective implementation and administration of plans of action for the EEO program. Provides continuous training and ready availability of EEO Counselors to employees/applicants who believe that they are being discriminated against. Represents the Depot in contacts with community elements interested in civil rights/equal opportunity, keeping them informed of plans of action and program achievements,. Provides technical supervision to employees with EEO counseling duties. Evaluates and prepares reports on the effectiveness of EEO program activities; conducts studies and surveys. Receives and processes informal and formal complaints of discrimination.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a SECRET security clearance.
  • This position requires you to submit a Confidential Disclosure Report (OGE-450) upon entry, and annually thereafter.
  • This position may require participation in the Chemical Incident or Mishap Response and Assistance (CIMRA) situations and serve on teams dedicated to mitigating CIMRA situations, after being trained for the particular duty.

OR Education:Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as psychology, social work, or sociology. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.) Specialized Experience GS-12: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: Providing guidance on conducting inquiries into formal and informal complaints of discrimination in terms of directing the staff resources, advising on procedures and suggesting means of resolving all types of complaints; 2) conducting all intake interviews of informal and formal complaints and mediations applying Equal Employment Opportunity (EEO) laws, regulations, policies, procedures and principles to the identification and resolution of systemic problems; 3) eliminating barriers to equal employment opportunities; AND 4) providing technical advice, training, preparing reports and assistance to staff officials, supervisors and employees.. Time in Grade Requirement: For the GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
