This position is part of the Defense Human Resources Activity. The incumbent will be responsible for providing central oversight for commercial travel management, travel policy and implementation, travel card program management, customer support and training, functional oversight of the Defense Travel System (DTS) and allowance and entitlement program management.
Duties
As a Program Analyst at the GS-0343-13 some of your typical work assignments may include:
Perform continuous analyses of the effectiveness, efficiency, cost effectiveness, schedule adherence, and other key parameters of the organization's progress and success in the areas of program management, applications/network support, privacy, and cybersecurity. Develop or has a key role in the development of detailed program plans (many without precedent and long range).
Serve as the alternate Privacy Officer liaison for the DTMO. Ensure that DoD information systems that collect, maintain or disseminate personally identifiable information (PII) about personnel employed by the DoD have a current Privacy Impact Assessment (PIA), System of Records Notice (SORN), and Privacy Act Statement. Attain and maintain compliance with DoD PIA and SORN requirements.
The DTMO network infrastructure supports applications that reach across DoD (to include Services and Agencies) and other Federal Government Departments. The incumbent will serve as an advisor for access control, administration, change management, technical support, and security for these applications. Provide oversight and manage the daily operations of the DTMO's network infrastructure.
The incumbent will work within the current DoD methodology (e.g., DevSecOps) to plan and support implementation of new DTMO technologies. The incumbent will be responsible for managing the day-to-day activities of network operations and will coordinate infrastructure repairs including directing remote activities to ensure continuity for service delivery. The incumbent will work with DMDC cybersecurity analysts to ensure enterprise information flow is secure and will oversee incident resolution, ensuring appropriate response to escalations. Participate in strategic network and operations planning and implement standards, procedures, and processes for DTMO network operations.
The incumbent should have a familiarity to the Risk Management Framework (RMF) and assist with cybersecurity liaison tasks, such as development/maintenance of various documentation. Assist in managing the DTMO cybersecurity program for internal information systems and Defense-wide applications. Ensure DTMO systems achieve and maintain compliance with DoD cybersecurity regulations/policies/directives. Attain, maintain, and report compliance with DoD certification and accreditation requirements for all organizational networks, information systems, and applications. Coordinate with DoD cybersecurity officers to ensure infrastructure that supports DoD-wide travel-related applications are compliant with cybersecurity regulations/policies/directives.
Provide support to DTMO's Records Management Program and Manager's Internal Control Program (MICP).

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Identifying, analyzing, and solving problems quickly and efficiently to ensure systems are secure and functioning properly;
Explaining technical concepts in a clear and concise manner, both verbally and in writing;
Working in a team environment and collaborating on projects;
Possessing industry-recognized program certifications (i.e. Security+, CISSP, or etc.);
Performing duties as a cybersecurity and IT operations professional.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
