The Engineering Technician is located within the Office of the Chief, Engineering Service. The position is vital to Engineering, relating to the administration of the construction program requirements, and the section's functions relating to facility planning, project design, cost estimating, preparation of plans and specifications for contracting documents, project management, CAD management and ancillary requirements relating to record drawings and building maintenance/repair files.

Duties

Major duties include: Administration of the construction program requirements. Facility planning, project design, cost estimating. Preparation of plans and specifications for contracting documents. Computer Aided Design (CAD) management. Designing and drafting using CAD. Inspecting and overseeing, supervising complex projects from inception to final acceptance. Independently prepares engineering estimates for construction projects and equipment installation projects. Prepares documents for pre-bid conferences. Correspond with contractors and other medical center personnel and services concerned about construction requirements, utility outages, and vacating areas for construction. Makes independent determinations on payments to contractors for work completed. Prepares correspondence to contracting officer to make recommendations on all design and construction contract matters. Performs electrical, plumbing, HVAC, utility systems, mechanical, pneumatic, civil and structural designs and layouts complete with specifications, scope of work and cost estimates using the latest VA Computer Estimating Systems. Prepares broad and complex drawings to constitute a legal contract for construction work. Digitize drawings and data into CAD drafting and design. Writes technical specifications for construction of building systems and alterations, roads, sewers, drainage, electrical, plumbing, HVAC and hospital medical gases, in conformance with VA Construction Specifications, guides, etc. Other duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. In addition to the Individual Occupational Requirement, you must meet the specialized experience listed below: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-10) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience in the operation of automatic data systems including the ability to acquire a working knowledge of engineering software packages released by VA Central Office and AutoCAD; have a detailed understanding of automated drawing file management and principles of automated drafting and engineering design management; has full responsibility for project/design assignments and timely accomplishment of its mission; must have working knowledge and understanding of engineering and architectural fundamentals. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Much of the work is accomplished in an office setting, but there is a considerable amount of walking, stooping, crawling, climbing and standing required during site surveys to gather information for the design of new projects, site visits for projects that are under construction, final inspections, and all other inspections. Site visits may involve inclement weather, work in hot restrictive areas climbing on roofs, some exposure to electrical shock, steam burns, hot water, scalds, cuts, scrapes and bruises. Technician must be mentally alert and be aware of these possible hazardous conditions. From time to time, safety equipment such as safety glasses, hard hats, and protective clothing must be worn. Technician is required to "suit up" in protective clothing when required to enter an asbestos abatement area.
