Located within Transportation Department, VA Butler Healthcare and reports to the Mobility Manager. Responsible for approximately 100 motor vehicles and grounds maintenance equipment. Services include maintenance and dispatch of GSA and agency owned vehicles, tracks, schedules all reporting data, action items and maintenance services and replacement procurements to maintain operational function of the Grounds and Transportation section.
Duties
Plans and programs for the effective accomplishment of motor pool operations. Receives, reviews, and approves justification for assignment of administrative use vehicles. Develops and maintains systems and procedures of program related reimbursable, i.e., vehicle washing, vehicle recovery service, on-facility fuel, and maintenance services. Performs analysis of the vehicle fleet regarding utilization, cost per mile, monthly lease costs, and maintenance and repair time.
Determines requirements and develops justifications for vehicles needed in support of the facilities mission. Prepares performance data relative to resources and workload of the work center; conducts special studies to develop data for supervisor and higher echelons regarding manpower and vehicle availability, utilization by specific equipment, cost factors, and fleet composition requirements.
Plans, implements, and coordinates projects and activities related to the facility Motor Pool Operations as directed by the Chief Engineer Facility Safety Officer. Prepares standard operating procedures (SOP) and directives pertaining to the proper use of VA owned/leased vehicles. Maintains and controls all documentation of each vehicle utilization, maintenance, and dispatch history in accordance with facility policy.
Establishes Facility Drivers Training Program in accordance with VA directives. Monitors, audits, and validates driver's training program to ensure the quality of drivers training.
Contracting Officers Representative (COR) for Fleet telematics contract as well as new purchase procurements and service repairs, sets specifications and orders new replacement equipment.
Performs duties as Credit card Fleet Manager and assist AOPC as well as performs as Department timekeeper. The incumbent monitors fleet card accounts and reviews statements checking for fraud or misuse.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/01/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .

Assists Director in conducting surveys of motor pool functions, such as costs and manpower reduction programs, and prepares a variety of statistical and narrative reports for such purposes

Physical Requirements: Work is sedentary; however, it also involves walking, standing, bending and carrying of items including books, supplies and parts and driving motor vehicles. Travel is required for inspection of maintenance and repair work, accident investigation and visiting customer agencies.
Work Environment: Work is performed in an office setting and frequently in a maintenance shop setting. There is frequent exposure to dirt, grease, noise and machinery. Incumbent may be required to travel approximately 50 miles a day commuting between different facilities. Incumbent may be required to trouble-shoot equipment in remote areas.
