About the Position: You will serve as a primary advisor to, and receives input from, the Chief and Deputy Chief, Branch Chiefs, and Section Chiefs, as well as other District elements in the long range planning of programs and objectives, and the overall financial management of all programs and projects managed by the division.
Duties
Serve as the lead analyst responsible for the overall execution of the division?s financial management.
Review and analyze financial data for Civil Works, Hydropower, and IIS projects that contribute to the division?s overall program.
Provide advisory services on budgetary programs of unusual difficulty and provides up-to-date information on all budget execution matters to the Chief and the Deputy Chief.
Participate locally and at Division level in the budget meetings, including workload to workforce analyses.
Monitor performance indicators and assists in developing and tracking local programs for compliance with those indicators.
Assist other functional offices in the formulation, monitoring, and execution of the district?s Consolidated Departmental Overhead (CDOH) operating budget,
Monitor the execution (i.e., obligation and expenditure of funds) of the approved operating budgets to ensure that funds are properly allocated and utilized in a timely and effective manner in support of authorized management objectives.
Exercise budget controls through review and approval of the obligation and expenditure of funds for management and administrative purposes, including payment of personnel salaries and expenses.

To qualify at the GS-12 grade level, you must have:
Specialized Experience: One year of specialized experience which includes establishing, planning, performing, and leading program analysis and financial management functional activities; formulating and submitting annual program budgets; preparing and executing financial actions, financial guidance and staff support to senior leaders. Preparing monitors and managing the Annual Operating Budget; conducting analysis and evaluating ongoing program matters to measure program effectiveness and efficiency; preparing charts, graphs, and documentation to reflect expenditures, trends, performance, goals, and other pertinent data and to improve efficiency and effectiveness and/or promotion of economy in the management of resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
