You will serve as an ENVIRONMENTAL PROTECTION SPECIALIST in the PUBLIC WORKS ENVIRONMENTAL DIVISION.

Duties

Provide assistance in planning, design, construction, operation and maintenance of Navy facilities required to maintain compliance with federal, state, and local environmental regulations. Provide technical assistance for responses to spills and releases of oil and hazardous substances to facilitate containment, support cleanup actions, and minimize adverse impact to human health and environment Develop schedules for a variety of tests and sampling, and ensure that tests and analyses are done correctly and timely, and that records are maintained with applicable reports submitted. Effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences Ensure compliance with laws/regulations, Executive Orders, and policies regarding the program management of solid waste, hazardous waste, water quality, air emissions, environmental restoration, spill prevention, and natural resources Determine, interpret, and negotiate compliance requirements (e.g., permit conditions, cleanup levels) with local, state, and Federal regulatory agencies. Advise customers and provide support to them on their environmental compliance requirements.

  • You will be required to pass an annual occupational health physical examination.
  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver?s license and forklift operator license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Ability to wear a Level A suit and self contained breathing apparatus for up to 60 minutes at a time is required.
  • You will be required to obtain and maintain a current Resource Conservation and Recovery Act (RCRA) and Occupational Safety and Health Administration (OSHA) certification.
  • You will be required to obtain and maintain a current DOT Transportation of Hazardous Materials/Wastes program certification.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing technical assistance for responses to spills and releases of oil and hazardous substances to facilitate containment, support cleanup actions, and minimize adverse impact to human health and environment. 2) Clearly and effectively articulate, present, and promote varied ideas and issues (to include sensitive or controversial topics) before a wide range of audiences; 3) Enacting measures to ensure compliance with laws/regulations, Executive Orders, and policies regarding the program management of solid waste, hazardous waste, water quality, air emissions, environmental restoration, spill prevention, and natural/cultural resources; 4) Determining, interpreting, and negotiating compliance requirements (e.g., permit conditions, cleanup levels) with local, state, and Federal regulatory agencies; and 5) Advising customers and provide support to them on their environmental compliance requirements. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Master's or equivalent graduate degree;

Or

2 full years of progressively higher level graduate education leading to such a degree;

Or LL.B. or J.D., if related

OR

A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
