This position is located with the Bureau of Indian Affairs, Eastern Region, Office of the Regional Director, Division of Administration, Branch of Facilities in Nashville, Tennessee. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

As a FACILITY OPERATIONS SPECIALIST, your typical work assignments and/or responsibilities may include but are not limited to the following: Plan, organize and direct the preparation of designs, specifications, and cost estimates for the repair, alteration, and improvement by contract and/or force account all types of buildings, structures, ground maintenance, alteration and demolition required. Carry out Contracting Officer's Representative (COR) Level I and Awarding Official Technical Representative (AOTR) duties on all new construction projects. Serve as Technical expert on certain projects initiated by the Tribe and provide consultation to officials relating to the planning and implementation of design and construction of projects. Responsible for the proper maintenance and submission of accounting expenditures for program accomplishments. Participates with key personnel and tribal representatives responsible for project goals in an advisory capacity providing technical assistance, guidance, and recommendations.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: Office of Personnel Management Operating Manual, Qualifications Standards for Administrative and Management Positions; and the Individual Occupational Requirements for GS-1640: Facility Operations Services Series. GS-11: I have at least 1 year of specialized experience or the equivalent, comparable to at least the GS-9 in the Federal Service (obtained in either the public or private sector). Examples of qualifying specialized experience include: managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project, OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree (54 semester hours, 81 quarter hours or equivalent with Major study -- engineering, industrial arts, property management, or business administration); or LL.M., that is directly related to this position. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
