The position is located in the VHA's Office of Finance, Payment Operations. Through the VHA Chief Financial Officer (CFO), Office of Finance serves as the principal financial advisor to the Under Secretary for Health (USH). The VHA Office of Finance is composed of 7 major organizational elements: Financial Management and Accounting Systems, Resource Management, Financial Operations and Support, Managerial Cost Accounting, Budget Formulation, Payment Operations, and Revenue Operations.
Duties
Incumbent will serve as a Deputy Area Manager within one of the VHA Office of Finance 104P Payment Centers.
Analyzes community care program trends and forecasts anticipated changes in costs.
Advises the Area Manager of possible ramifications of cost increases/decreases and assists the Area Manager in formulating plans to respond to identified risks and opportunities.
Provides direction and advice through various mediums to medical center community care supervisors and executive leaders regarding program performance and provides recommendations for improvements.
Displays expert knowledge on VA Community Care and will advise the Network Payment Center Manager and others on appropriate community care statistics.
Responsible for supervisory functions and personnel issues within the Unit and jointly oversees the full range of human resource requirements and personnel management for positions in the Unit.
Constantly assessing the operational needs of the unit and redistribute, reprioritize and re-balance workload and resources to meet the many conflicting demands and deadlines imposed upon the unit, to ensure maximum productivity.
Assists with coordinating the preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, audit and compliance responses and a wide range of non-recurring reports.
Work Schedule: Monday - Friday; 40 hours per week; TOD will be set based on organizational need.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience in coordinating community care activities of multiple medical centers and VISNs to analyze and recommend strategies and evaluate the effectiveness of the action taken to ensure improvement.
Skilled in Community Care billing programs outside of the VA System such as Medicare, Medicaid, CHAMPUS, HMOs, PPOs and fee for service health plans.
Working knowledge of VA contract policies and procedures, financial management, personnel management, organizational structuring and strategic planning.
Experience conducting management studies, defining the objectives and proposes solutions to critical management problems for which previous studies are frequently inadequate.
Interprets agency-wide policies and procedures to determine impact on health care programs.

Physical Requirements: The work is generally sedentary in nature, sometimes requiring light lifting, bending, stooping, kneeling, reaching, walking and standing. The work is performed in an office setting under stressful conditions.
