This position serves as the information assurance/privacy officer in the Security and Data Management Division, Office of Technology and Innovation, Bureau of Intelligence and Research (INR/TIO/SDM) in the U.S. Department of State (DOS).
Duties
Uses data collected from a variety of cyber defense tools (e.g., IDS alerts, firewalls, network traffic logs.) to analyze events that occur within their environments for the purposes of mitigating threats.
Investigates, analyzes, and responds to cyber incidents within the network environment or enclave.
Responsible for the analysis and development of the integration, testing, operations, and maintenance of systems security.
Designs enterprise and systems security throughout the development lifecycle; translates technology and environmental conditions (e.g., law and regulation) into security designs and processes.

- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Attention to detail in applying IT concepts and methods to interpret policies, procedures, and strategies governing the delivery of IT services.
Customer Service - Uses customer service principles in providing on-the-job and formal training.
Oral Communication - Skill in oral communication to design solutions to IT Security issues and present briefings to management.
Problem Solving - Skill in resolving complex IT systems security issues to minimize risks associated with IT systems vulnerabilities.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with National Intelligence Program that draw on all-source intelligence such as the Bureau of Intelligence and Research (INR)
Experience with Security Operation Center (SOC) solutions architecture and Security Information and Event Management (SIEM) systems (i.e. ArcSight) deployments and upgrades
Experience communicating complex technical requirements to non technical personnel; and preparing and presenting briefings to senior management officials on complex/controversial issues.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.
