These positions are located in the Pacific West Region (Interior Regions 8,9,10 and 12). Positions are located in Death Valley National Park and Bolder City, Lake Mead National Recreation Area. Pay rates vary depending on locality pay.

Duties

Major Duties include: Serves as the primary point of contact for the Outdoor Recreation Program representing the park unit's interests and perspectives on NPS regional teams and in communication with the general public. Assists in the development and review of management plans and managing partner agreements and participates on multidisciplinary and interagency teams for planning and project implementation. Completes environmental compliance for a variety of NPS projects related to recreation planning and associated activities. Researches and analyzes recreation related data and information to draw meaningful and accurate conclusions that support decision-making or communicate information to the public. Investigating and inventorying existing and potential recreation resources and developing guidelines, standards, and procedures for recreation planning elements. Death Valley Only: "In employing individuals to perform any construction, maintenance, interpretation, or other service in the park, the Secretary (Selecting Official) shall, in so far as practical, give first preference to qualified members of the Tribe": (Timbisha Shoshone Homeland Act, Nov 2000). To receive current preference eligibility, members of the Timbisha Shoshone Tribe must submit a copy (not the original) of the letter certifying their tribal membership.

Qualifications

All qualifications must be met by the closing date of this announcement-08/25/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience include coordinating with managers, planners, and resource specialists to identify recreation program needs; conducting monitoring studies and surveys to identify trends and patterns in the development and management of recreation resources; developing, implementing, and/or administrating programs and plans for a broad range of recreation management functions such as developed sites, dispersed areas, trails, wilderness, and recreation special use management; identifying existing and potential recreation resources and developing and analyzing the data needed to support development of recreation opportunities; writing and reviewing National Environmental Policy Act (NEPA) documents related to recreation activities; participating in the development and/or preparation of land use plans and other analysis documents to inform decision-making and compliance with NEPA; using GPS equipment and mapping software for maps and plans projects; inspecting and/or monitoring compliance of recreation permits; and processing special recreation permit applications; representing an agency at management and professional conferences for the purpose of advancing advocacy for public lands stewardship. You must include hours per week worked. -OR- EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, which demonstrates possession of the knowledge, skills, and abilities needed to do the work of this position. Directly related graduate study may include, but is not limited to Forestry, Sociology, Wildlife Biology, Economics, Soil and Water Conservation, or Environmental Resources. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, six months of the specialized experience (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly related graduate level education in an accredited education institution (50% of the qualifying education) may qualify an applicant for the position. You must include transcripts and hours worked on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.
