Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Human Resources Division, Strategic Human Capital Branch, HR Processes and Evaluation Unit, located in Sterling, VA.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
Plans, develops and administers an on-going BSEE HR evaluation and internal controls program to assess the current state of delivery and execution of all applicable laws, rules, regulations and procedures pertaining to staffing, recruitment and placement.
Identifies the level of risk for programs, projects and products associated with compliance with the program and recommends appropriate degree of modifications and changes necessary for an effective quality program.
Serves as team leader responsible for leading and developing corporate business processes and process mapping.
Identifies necessary changes in processes, procedures, and practices to achieve optimal program operations and expected outcomes and benefits.
Provides oversight and support in running Human Resources Division (HRD) including management of Reimbursable Service Agreement's (RSA), Full-Time Employees (FTE's), budget, procurement, client surveys and other administrative tasks.
Works on high priority and/or special projects varying in level of complexity.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information:
Sterling, VA Salary Rate Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
GS-14: $132,368- $172,075
Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
To qualify for this position, you must meet the Specialized Experience for the grade to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
with work involving Internal Controls for an HR organization; and
leading complex long-term projects involving multiple stakeholders and
experience with various administrative functions in ensuring the smooth operation of the office and must include at least two of the following: budget, contracting, procurement, maintaining organization web pages, documenting business processes.
