Duties
Manages all administrative functions of the NIST PREP, other STEM, and international programs budget, which includes managing multifaceted initiatives and addresses complex financial issues for a scientific organization. Recommend and assist in the implementation of improvements related to financial processes for NIST international and academic programs, including NIST PREP. Provides expert advice on the negotiation of contracts, grants, and cooperative agreements, with strategic insights directly influencing executive-level decision-making. Manages grant awards information, monitors salary, travel, and benefit-cost adjustments for students covered under the PREP and similar education grant programs. Serves as analytical and admin advisor on financial/budgetary management and on other admin topics and policy issues to ensure effective operations and resource utilization as related. Lead the development and implementation of improved administrative policies and procedures, establishing a precedent related to these program areas based on Federal/DOC admin rules; regulations, and policies and procedures. Exercise extensive judgment to formulate strategies, ensuring compliance with organizational and federal guidelines.

Qualifications
This position requires one year of specialized experience equivalent to at least the GS-13 (ZA-3 at NIST) level.Specialized experience is defined as experience managing and/or coordinating the administrative functions of a scientific organization and experience providing oversight for contracts, grants and cooperative agreements.
Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
