The primary purpose of this position is to serve as a Team Lead Watch Officer of the Global IMD NetOps Integration Center (GINIC) monitoring and reporting on the health and status of systems and communications circuits comprising the Ballistic Missile Defense (BMD) Communications Network (COMNET).
Duties
Serves as a Team Lead Global IMO NetOps Integration Center (GINIC) Watch Officer.
Monitors and reports the health and status of UHF and EHF networks supporting the BMDS.
Coordinates scheduled and real-time management BMD COMNET actions with the Missile Defense Agency (MDA), COCOMs, and other service representatives.
Coordinates exercise and test actions with Missile Defense Agency (MDA), COCOMs, and other service representatives.

- Extended work schedules or emergency overtime may be required.
- Employee is required to maintain crew qualification and certification IA W IMD Instruction 37-3202.
- This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication.
- If requested, the incumbent must submit to urinalysis testing.
- The employee must obtain and maintain a Top Secret SCI clearance as a condition of employment.
- This position is designated as a Key position IA W AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for Telecommunications Series 0391. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of communications concepts, principles, practices is necessary due to the diversity of communications platforms that comprise the BMDS to include satellite communications links and land-based computer networks as they are the predominant means of communications. Knowledge of telecommunications concepts and techniques sufficient to resolve issues associated with complex and uncommon interfaces, policies, and practices.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards and operational requirements.
Knowledge of performance characteristics of telecommunications equipment, systems, services, and transmission media sufficient to evaluate devices, plans, implementation techniques, proposals, and approaches.
Knowledge of operating principles and the application of existing technology to communications requirements sufficient to understand and operate network management tools (e.g. INMS, HP Openview), accurately identify network events, and understand the impact to the operational network.
Ability to effectively communicate, in both verbal and written formats, the operational impact of communication network events and actions to all levels of military and/or civilian leadership.
Ability to apply specialized communications methods sufficient to coordinate network performance, maintenance, and troubleshooting actions with network operations centers at varying levels and geographically separated locations.
Ability to plan and organize work, meet deadlines, adjust work operations to meet emergencies or changing requirements with close attention to the quality and quantity of the work, and to establish performance goals and assess progress toward their achievement.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
