The primary purpose of this position is to serve as senior technical expert for the entire MAJCOM services acquisition portfolio. Responsible to ensure key strategic goals are met by developing, establishing, implementing, and deploying processes to accomplish contractual, financial, and technical aspects of services programs or through the service acquisition process.
Duties
As the Senior Technical Director for the MAJCOM, leads multiple Integrated Product Teams (IPTs) and working groups to carry out critical acquisition projects and studies that impact command, up to and including national level services issues and programs.
Makes regular and comprehensive assessments and evaluations of program goals, objectives, which will provide a basis for the initiation of major current and long-range programs and planning to enhance the organization's management and mission capabilities.
Represents the command at higher levels within the organization, to parent organizations, and with contractor organizations.

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
- The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office effectives
- This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,?)
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes evaluating methods and techniques to command level issues or studies concerning the efficiency and effectiveness of program management; working with qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs and support activities to ensure that programs are within schedule, baselines, cost, etc.; planning, organizing, and directing teamwork, and negotiating with management to accept and implement recommendations; applying industry practices, methods of proposing, costing strategies, wrap rates for small and large business, and contract types in comprehensive evaluation of current services and implementation of new services.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert technical knowledge of the policies, practices, regulations, and laws of systems acquisition and program management.
2. Expert knowledge of Air Force and command program goals and objectives and the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the service acquisition process.
3. Skill in staff level planning to organize and direct the functions and staff in critical aspects of Service Acquisition such as market research, requirements definition, acquisition strategy, and performance management and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
4. Advanced ability to advocate and justify verbally, and in writing, proposals and decisions to the highest executive levels within the agency necessary to achieve the goals and objectives of the military command.
5. Ability to integrate, analyze, and manage a variety of acquisition functions in support of research, development, production and support of a system, subsystem, or equipment.
6. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
