The primary purpose of this position is to serve as the Associate Director, Financial Management and Comptroller, Air Education and Training Command (AETC), responsible for formulating program goals, plans, and policies, for the directorate's mission.

Duties

As Associate Director of Financial Management and Comptroller at AETC, plans, organizes, and manages the activities of the directorate, and serves as the primary civilian advisor to the AETC Commander on all financial issues. Serves as Senior Civilian Advisor for all AETC civilian employees (to include installation-level or other operating levels), and exercises supervisory personnel management responsibilities. Leads and manages the completion of special projects, initiatives, assignments and represents the Directorate with a variety of AETC and functional area organizations. Conducts managerial and financial reporting on the financial posture of the command and serves as AETC focal point and advocate for all Financial Improvement and Audit Readiness (FIAR) activities.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement
  • This position is designated as a Key Career Program (KCP) position, the assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager.
  • Employees must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment.
  • This addendum is effective 1 March 2014 and will be utilized upon incumbent's exit from the position and from that point forward whenever the position is filled.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent shall comply with the requirements of this certification program.
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of accounting theories, practices, methods and techniques; knowledge of budgetary policies, precedents, goals, objectives, regulations and guidelines; and the ability to interpret new policies and directives as they apply to financial management to meet long and short-range goals. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of budgetary and financial functions, operations, procedures, policies, and practices and the concepts, theories, and practices of specialist work performed in the subordinate organizations. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. Knowledge of the Financial Improvement and Audit Readiness activities and objectives. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise, the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
