Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a Supervisory Contract Specialist at the NH-1102-4 some of your typical work assignments may include: Serve as Director of Contracting, Space Sensors. Leading a team of contracting professionals in the procurement of highly specialized research and development requirements for programs / activities. Solicit, analyze, evaluate, and negotiate contractor's proposals for complex, large-scale, long-term multi-million dollar contracts. Assist in acquisition planning and determine contractual strategy to be used in the acquisition of a specific program element. Serve as a business advisor and subject matter expert to multiple major program managers and senior leaders within the agency on procurement related topics including future procurement requirements, preparation of required procurement supporting documentation, and the resolution of specific procurement issues.

  • Telework Eligibility: This position is situational telework eligible; Incumbent required to be in the office 13+ days per month at Duty Station. This is not a remote position.
  • May be required to successfully complete a Supervisory probationary period.
  • Position is a DoD Critical Acquisition Position and requires DoD Acquisition Contracting Professional certification within required timeframes; must sign a written agreement to remain in Federal service in the position for at least three years.
  • Must obtain mandatory Back to Basics (B2B) certification within 36 months of entry into position.
  • Selectee must achieve 80 hours of Continuous Learning Points (CLPs) every 2-years.
  • Must obtain/maintain a Critical Sensitive/Top Secret security clearance.

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience leading, coaching, and mentoring subordinates and other teams members. Experience applying Federal Acquisition Regulations (FAR), Department of Defense (DoD) Supplement to FAR., DoD bulletins, Directives and notices, internal policy guidelines, government and agency-specific guidelines and business practices, including statutes, regulations, policies and procedures, which cover different contract types. Experience working with various types of contracts, agreements, methods, and procedures to acquire sophisticated or unique research, development, test and evaluation services, weapon systems, equipment, and components, through the use of cost and fixed-price contracting and cost sharing arrangements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
