The position is located in the Executive Office, Human Resources, Bureaus of European and Eurasian Affairs and International Organization Affairs (EUR-IO/EX/HR), Department of State (DoS). The purpose of this position is to providesenior level advisory and management services for Human Capital strategies in support of development, coordination and implementation of agency-wide policies and/or programs for the major areas of EUR/ IO’sHuman Capital functions.
Duties
Conduct continuing analysis of existing policies, regulations and guidance to ensure currency, improve clarity, increase simplicity, and achieve uniform effectiveness throughout EUR/IO.
Analyze laws, Executive Orders, OPM/OMB/DoS policies and guidelines to determine the impact on EUR/IO programs and operations.
Prepare and present reports and briefings on program status and/or recommended actions to appropriate individuals.
Research, analyze and develop recommendations on Human Capital management issues and Human Resources trends in EUR/IO and the Department.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience providing analyses and developing recommendations on management and administrative issues.
- Experience monitoring and reviewing Department wide programs, policies, and procedures to ensure program effectiveness.
- Experience analyzing and interpreting data to prepare final evaluation reports.
There is no substitute of education for specialized experience for the GS-13 position.
