Duties

WHAT IS THE HUMAN CAPITALDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office, Office of Human Resources Operations, Talent Acquisition, Employment Operations, Personnel Security Office, Administrative and Program Office, Security Section The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Directs plans and coordinates complex analyses of planned or proposed programs, projects or processes which consider factors such as: impact on customers, other programs and policy and procedural changes, staffing, training and support requirements, risk factors, costs and available alternatives. Leads a team of Personnel Security managers, staff and external stakeholders in developing or revising organizational documentation. This includes policy statements, desk guides, associated training material, job aids, electronic system help guides, etc. Leads or participates in functional and cross-functional research studies involving the analysis of technical data in order to increase the efficiency and effectiveness of Personnel Security (PS). Frequently makes inquires to stakeholders on issues affecting operational performance and investigative priorities. Establishes and maintains a system to review, control, and report on project case status issues to evaluate the effectiveness of the program. Conducts in-depth analysis of data and identifies problem areas. Serves as Contracting Officer Representative (COR) on PS contracts and performs all duties associated with COR responsibilities (excluding IT Contracts).

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience with project assignments that required a range of analytical and evaluative methods and techniques, both qualitative and quantitative sufficient to accomplish projects or studies concerning the efficiency and effectiveness of program operations. Experience with a wide range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience with management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations; Experience with communicating both orally and in writing. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
