The position is in Medical Research Service, Birmingham VA Health Care System (BVAHCS) which is affiliated with the University of Alabama at Birmingham (UAB). The Research Service also currently oversees participation of veteran patients in over 113 clinical studies conducted in collaboration with nonprofit VISTAR and affiliate University of Alabama at Birmingham School of Medicine (UAB).

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major Duties: Evaluates all health-related programs and management policies pertaining to the agency. Participates in long-term strategic planning and exercises delegated decision-making authority for resource management of the agency's Research & Development (R&D) programs and policies, including developing Research Service objectives (goals), priorities, and timelines for the Associate Chief of Staff (ACOS/R&D). Responsible for evaluating the impact of current research standards on programs. The Deputy ACOS/R&D monitors the effectiveness of the interactive systems and procedures necessary to advance the BVAHCS research program scientifically in accordance with all principles, rules and regulations affecting research within the VA. Likewise, the Deputy ACOS/R&D monitors the effectiveness of the interactive systems and procedures necessary to advance the research program in accordance with Department of Health and Human Services (NIH, FDA), Department of Defense (DoD CDMRP, DHA), and other Federal research rules and regulations. The Deputy ACOS/R&D also evaluates research productivity and the contributions of programs to the goals of the BVAHCS and the agency. In this capacity, the Deputy ACOS/R&D exercises oversight of programs, principal investigators and their staff. This includes writing or reviewing quantitative research studies on medical issues and analysis of individual projects, principal investigators, and programs. Establishes guidelines and performance expectations for principal investigators and their staff, which are clearly communicated through the formal employee performance management system. Observes principal investigators and their staff performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Individual Occupational Requirements (Basic Education Requirement) Possess a Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education https://ope.ed.gov/dapip/#/home at the time the degree was obtained. (TRANSCRIPT REQUIRED) AND In addition to meeting the Basic Education Requirement above. You must also possess specialized experiences to qualify for this position. For GS-14: Possess at least one (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of (GS-13) in Federal service. Specialized experience is participating in long-term strategic planning and exercising delegated decision-making authority for resource management of an agency's Research & Development programs and policies, developing research service objectives, priorities, and timelines; evaluating the impact of current research standards on programs; writing or reviewing quantitative research studies on medical issues and analysis of individual projects, principal investigators, and programs.
