The San Diego Health Care System is currently recruiting for one Financial Manager /Chief Financial Officer (CFO) to work in the Financial Resources Management Service Line, San Diego, CA. The incumbent manages financial services i.e. internal financial auditing, accounts receivable and payable, payroll, cashiering, accounting, budgeting, managerial-financial analysis, employee travel and active participation in overall Medical Center planning and decision-making activity.
Duties
The Incumbent is to direct the program for the management of the financial resources of the VA with the duties and responsibilities: (a) developing, coordinating, and maintaining an integrated system of financial staff services including accounting, budgeting, management? financial reporting, auditing, management analysis, payroll operations, employee travel services, and agent cashier operations; (b) exercising effective control over the financial resources of the organization; (c) coordinating and synthesizing financial and management data so as to interpret the composite financial results of operations to all levels of the organization's management; (d) advising on, developing, coordinating, and carrying out financial policies, procedures, and plans; (e) reviewing, analyzing, evaluating, and reporting upon program accomplishments in financial terms; and (f) advising and assisting the management officials of the organization by supplying financial management advice required to make management decisions, establish organizational goals and objectives, and in all respects to manage the organization. Duties include but are not limited to the following:
Design, establish and maintain an integrated financial management system, including budgeting, accounting, and managerial-financial reporting, which furnishes timely data that is used in the direction, evaluation, and control of operations at the various levels of management
Provide proper and economic management of all financial resources under jurisdiction of the VAMC, in accordance with a wide variety of laws and regulations
Analyze national level programs, exceptionally large and complex programs; develop recommend, and implement budgetary and financial policies; interpret and assess the impact of new and revised Congressional legislation on the formulation and execution of budgets; project and analyze the potential effects on budgetary actions on program viability and attainment of program objectives; and develop and render authoritative interpretations of executive orders, 0MB guidelines and directives, and policies and precedents
Develop proposals concerning alternative methods, sources, and timing of financing for substantive programs
Perform these types of duties: developing the strategy for presenting budget for important substantive programs; developing narrative and statistical justification for requesting funds; and briefing management officials of the nature of the testimony to be given to fund granting and approving officials
Develop local policies for use by operating officials in preparing budget estimates for their department and service lines which are critical to the success of the mission
Review these estimates and negotiates with management officials to arrive at compromises that facilitate the budget process
Maintain and validate the VA cost accounting data. The cost accounting data is used for internal analysis, budgeting, Decision Support System, and utilizing in the VERA methodology
Utilize extensive financial analysis of workload versus cost of all clinical programs as well as evaluating indirect costing criteria
Assure accuracy of various VA on-going budgetary reports which are submitted to VISN 22 and VHA
Administer accounting, recording, budget and oversight of the VA revenue program (MCCF, sharing, Tricare, CHAMPVA)
Coordinate information outputs from financial management systems that support management of programs funded by a number of appropriations
Provide expert advice to program officials and to accountants, budget analysts, and other specialists on interpretation of accounting, budget and financial regulations pertinent to systems development efforts or program operations
Develop and propose the adoption of budget instructions and policies to the Director for use by operating officials in developing department/service line specific budget plans
Develop a comprehensive fund control point and personal services/staffing/FTEE budget plan and overseeing and reporting on an on-going basis
Coordinated Resource negotiations based upon the delegated authority given to the Budget Officer by the Director
Coordinate with the VISN 22 Financial Quality Assurance Auditors to conduct scheduled functional reviews which provide a means of evaluating the financial functions
Chairs the facility Resource Management Council
Works in collaboration with HR to determine salary projections impacting the facility's operational budget
Work Schedule: Monday through Friday (8:00am - 4:30pm)
Telework: Partial telework may be authorized.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Designing, establishing and maintaining an integrated financial management system, including budgeting, accounting, and managerial-financial reporting. interpretation of accounting, budget and financial regulations pertinent to systems development efforts or programs of a medical center.
