The incumbent serves as an Interior Design Assistant to the MEDVAMC Interior Designer in developing and maintaining the interior design program for all MEDVAMC properties. The incumbent will assist on all new construction projects and develops/maintains a comprehensive interior design plan to include wall, floor and window treatments; directional signage requirements; furniture replacement studies and time and estimated costs.
Duties
Major Duties and Responsibilities include, but are not limited to:
Evaluates and Creates Interior Design Proposals and Solutions for Healthcare.
Reports, Present sand Communicates Progress of Projects.
Incumbent uses own judgements, plans, and carries out all successive operations to complete assignments.
Uses a number of guidelines such as performance standards, engineering specifications, technical manuals, VA guidelines, policy instructions, Joint Commission standards, OSHA regulations, and industry trends.
Develops cost estimates to cover furnishings required for projects included in budget submissions.
Procures and supervises fabrication and placement of all interior and exterior signs.
Consults with End-Users on Design Solutions.
Order products, materials and services, reconciles credit card transactions, and records purchases, ensuring procurements are within budget constraints. Manages and tracks transactions from initial purchase through receipt and/or installation of product. Maintain files of transactions or projects complete with drawings, specifications, budget and cost accounting information, and resource library.
Advises on ergonomic issues/employee accommodation products, agency responsibilities, etc.
Incumbent must be capable of managing multiple projects concurrently and must identify all resource requirements in advance to ensure seamless planning, development, construction and implementation activities.
Analyzes needs, proposes options, and develops specific solutions.
Develops processes to organize and coordinate movers, customers, telephone data, engineering and projects staff.
All other duties assigned by management.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of budgetary and purchase card procedures and regulations to process requests for obligations, expenditures and allotments of funds;
Ability to plan, organize, implement, oversee and provide technical assistance for healthcare projects/assignments including initiating and setting priorities to meet deadlines using skills in independent judgment and decision making;
Knowledge of, and the ability to interpret and apply, regulations, directives, and standards (including those of accrediting bodies) applicable to interior design in a healthcare setting, in order to ensure compliance;
Ability to organize and maintain a filing and/or tracking system that could includes drawings, specifications, budgets, project information, government contracts, requests for services and furnishings;
Ability to deal effectively with individuals or groups representing different background, interests and points of views. This factor includes the ability to deal with others in person-to-person. Note: This experience must be supported by your resume to be creditable. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPT REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree may be used to qualify applicants for the GS-7 level. (TRANSCRIPT REQUIRED).

Physical Requirements: The work involves considerable walking throughout the main MEDVAMC campus and carrying heavy catalogs/books of wall and floor covering samples. Occasionally moving of furnishings is necessary.
