This position is located within the VA White City Healthcare System Police Service. The incumbent serves as a Lead Police Officer (Sergeant) ensuring a safe and secure environment across all VA Administrations and properties within various settings, including a variety of jurisdictional environments, such as VHA Medical Centers and facilities, Inpatient Clinics, Outpatient Clinics.
Duties
Major duties include but is not limited to:
Leads a team of Police Officers and other administrative staff
Directs day-to-day lead policing operations and non-lead policing assignments
Assigns, distributes, reviews, approves, and disapproves employees' assignments
Monitors and reviews the status and progress of the work and makes workload adjustments to ensure the workload is balanced
Consults with the immediate supervisor for assistance on problems, such as backlogs to ensure work is completed timely, effectively, and efficiently
Ensures work assignments are distributed and performed promptly by employees
Reviews police reports, patrol reports and ongoing investigations to ensure complete, concise, and factual-information reporting
Makes available written instructions, reference materials and supplies
Provides on the job training and acts as a field training officer to new employees
Answers questions of other employees on procedures, policies, directives, etc.
Obtains needed information or decisions from supervisor on problems that come up
Checks on work in progress and reviews completed work to ensure that the supervisor's
instruction and deadlines have been met
Amends or rejects work not meeting established standards
Approves leave for a few hours or for emergencies
Provides input on performance rating and any disciplinary action
Resolves simple, informal complaints of employees and refers others to the supervisor
Leads law enforcement assignments to preserve peace
Detects and investigates crimes, to arrest or apprehend violators
assist citizens in emergencies, including the protection of civil rights
Estimates and reports on expected timelines for completed work, maintains records of work accomplishments and time expended and prepares various reports
Provides guidance to employees regarding specific assignments and ensures available written instructions, reference materials and supplies are present
Coaches and mentors current and new employees to ensure employees obtain the necessary training to be productive
Provides information and feedback to the supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs
Provides leadership in protecting Veterans, volunteers, and others on Departmental property, U.S. officials, other individuals, and him or herself during any given situation against threats to personal safety
Serves as a Federal Police Officer with full law enforcement and investigative authority as defined within 38 USC 902, VA Directives, Handbooks, and other operational guidance
Carries firearms and other weapons, intervenes when necessary to deescalate situations and determines when and how much force must be applied
Receives and reviews reports from staff making revisions as needed before forwarding to the supervisor for final review
Provides patrol in vehicles, by foot and/or on a bicycle
Detects and intervenes in criminal activity
Serves as an integral part of the suicide prevention program
Operates specialized vehicles and equipment in support of law enforcement and security operations
Leads and initiates investigative contacts/stops
Leads others and personally executes arrest warrants issued by federal and local courts
Leads and provides staff guidance on how to preserve what is needed for crime scenes
Leads, initiates and guides staff regarding how to proceed with investigative stops
Responds to highly dangerous and active crimes in progress and responsible to make
independent decisions and take/coordinate immediate steps to preserve life and property
Provides guidance and assistance to staff in the use of the National Incident Management System and Incident Command System
Performs other duties as assigned
Work Schedule: Tuesday - Friday, 6:00 am to 4:00 pm - 4 10-hour shifts

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assigns, distributes, reviews, approves and disapproves employees' assignments; Directs day-to-day lead and non-lead policing assignments; Determines whether situations are criminal or civil and takes appropriate legal steps for each crime committed; Responds to calls for police assistance, irregularities, and unusual or suspicious circumstances; Makes independent decisions and takes/coordinate immediate steps to preserve life and property; Provides and/or coordinates staff training during shift briefing or designated training days.
Preferred experience: Evaluating security systems, program accreditations and security standards of buildings/facilities.

Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous
physical exertion such as running, frequent climbing of multiple flights of stairs, and carrying items weighing over 50 pounds. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain persons who are often uncooperative, assaultive, and/or armed.
