This position is located within the Environmental Department at Naval Base, San Diego under the direct supervision of the Recycling Operations Manager with direction from the Sales Manager, and Trade Security Control Manager. Incumbent is responsible for the technical and operational knowledge of the COMNAVRGSW Integrated Solid Waste Management's Scrap Metal Recycling Program.

Duties

Works as program liaison with DRMO and DLA, Trade Security Office to ensure all scrap metal to be recycled complies with established management controls. Manages delivery schedule of all scrap metal to recycling yard. Plans schedule of scrap metal workers to accommodate volume of material being delivered. Attends project meeting with various commands that will generate scrap metal and provides recycling services based on needs of the project. Maintains inventory of all scrap metal received and sold by program. Ensures level of segregation performed by scrap metal workers provides the program with the highest potential market value. Manages scrap metal sales to take advantage of market fluctuations. Ensures recyclable commodities are sold resulting in the most beneficial gain to the government. Works in conjunction with the Regional Sales Manager issuing Invitations to Bid, review of bids, and award of material to the highest bidder. Tracks loading of sold materials, issues invoices for materials sold, maintains spreadsheets requested by the Regional Sales Manager. Ensures timely payment for materials sold. Records and turns over to the Regional Sales Manager payments for materials sold. Serves as Contract Officer Representative for all scrap metal sales. Resolves disputes with scrap metal buyers during sales process. Recommends purchases and policy changes in an effort to maximize the effectiveness of the scrap metal recycling program. Provides training to scrap metal workers on segregation techniques, equipment operation, and all aspects of safety pertaining to scrap metal recycling operations. Manages the Explosive Safety Program, ensuring proper documentation for all ordinance related material. Works with the Command Explosive Safety Officer for issues related to ordinance recycling. Program's representative for CNO conducted Explosive Safety Inspections. Ensures all employees and operations comply with environmental, safety, industrial hygiene, explosive safety, and EEO policies and procedures. Performs other related duties as assigned.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.

Qualifications

Three years of specialized experience which enables the individual to have technical and operational knowledge of scrap metal recycling. Must be familiar with the specific MIL SPECS relating to scrap metals. Knowledge and experience in the separation and segregation of all types of scrap metal. Knowledge of scrap metal and salvage business. Knowledge of vehicle and equipment safety regulations. Demonstrates proper safety measures and assures all safety requirements are enforced. Knowledge of and experience in the operation of the following recycling equipment utilized in the scrap metal recycling program: forklift, bobcats type tractor, front end loader, 5 ton truck, electric/gas operated metal chop saw, electric/hydraulic metal shears, hydraulic bailers, cable stripping machines, gas operated cutting torches and magnetic separators. Must have excellent verbal and written communication skills. Ability to accurately distinguish colors to effectively identify scrap metals, spark colors or acid reaction tints. Ability to effectively operate an office computer utilizing work processing and spread sheet software. Ability to manage the entire Scrap Metal Recycling Program and assign specific work tasks to other employees.
