About the position: This position will be assigned to the Aero Club on JBER, AK.
This is a Regular Full-Time position with a continuous work schedule of at least 35 hours to a maximum of 40 hours per week. As a Regular employee, you are eligible to earn annual leave, sick leave and sign up for benefits to include Health/Dental, Life Insurance, 401(k) and NAF Retirement.
Duties
Solely responsible for the safe, economical, and efficient operation of the Aero Club to meet the needs of the membership, training, aircraft maintenance, recreational and mission activities. Ensures the safest possible flying environment by providing a proactive safety program through all available resources, including FAA Accident Prevention Counselling and training. Coordinates with FAA, NTSB, EPA, VA, and applicable federal, state, and local agencies on matters of safety, operations maintenance, and training. Fosters and promotes general aviation in accordance with all applicable FAA and AF guidance. Formulates and executes detailed budgets, marketing initiatives, facility improvements to ensure long term viability. Organizes and directs the Maintenance Department including NAP and contract mechanics, maintenance prioritization, and spares inventories. Ensures lease and Personal Service Contracts are administered in accordance with applicable directives. Procures aircraft, engines, avionics, and parts to provide the safest possible flying environment. Maintains a profitable resale activity that reflects the needs of the membership. Responsible for membership, operational, maintenance, and administrative records. Represents the military installation for recreational flying as a spokesman for General Aviation. Keeps flight schedule logs; checks and approves flight clearances; and monitors weather conditions to ensure security/safe storage of aircraft in inclement weather.

Requirements
- This position requires the incumbent to complete a background investigation with favorable results.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- This position requires the incumbent to hold a current Private Pilot Certificate.
- This position requires the incumbent to hold a current A and P certification or CFI certification

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.
Qualifying Experience:
Incumbent must hold a BS or BA in one of the following: Aviation Management, Business, Safety, Education, or related degrees; 2 years experience in supervision/management; 2 years experience in business; or 4 years prior successful experience as a DoD Aero Club Manager; or AA in one of the following: Aviation Management, Business, Safety, or related degrees; Private Pilot Certificate or higher, certified A&P or certified CPI, 5 years experience in management of an aviation related business or 5 years supervisory/management experience. Must be able to satisfactorily complete a National Agency Check with Inquiries (NACI). Must satisfactorily complete a pre-employment drug test.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. This position does allow for education substitution.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
