This position is located in the Human Resources Division and supports key human resources processes for the Talent Management and Employee Services Branch. The incumbent will administer staffing, benefits, compensation, and payroll programs and provide advice and assistance to managers, employees, and staff. In addition, the incumbent will provide assistance to administrative staff and COR's on reporting and tracking of issues related to contractor management system and support.

Qualifications
BASIC REQUIREMENTS:Grade 08:Qualifying experience for the GS-8 level includes one (1) year of specialized experience equivalent to the GS-7 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled. Specialized experience is defined as: reviewing applications for appointment eligibility; communicating orally and in writing on a wide variety of HR subjects to staff members, customers serviced, and the general public to explain complex programs and resolve problems/issues; using personnel/payroll automated systems to process a wide variety of personnel actions, contractors, and payroll documents; providing system/program access for applications, software, and or databases; or, serving as a source of information and guidance on Human Resources matters.SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-8 level may be met by completion of 18 months of graduate level education (27 semester/40 quarter hours) in a position-related field of human resources management.COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.TECHNICAL QUALIFICATIONS:Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:- Practical knowledge of federal staffing methods and procedures.- Knowledge of employee benefits.- Ability to interpret and apply personnel regulations and/or standards.- Knowledge of an automated personnel/payroll system.- Ability to communicate effectively other than in writing.- Knowledge of office administrative practices and procedures.Additional information on the qualification requirements is outlined in the OPM Qualification Standards Handbook of General Schedule Positions and is available at OPM's website: https://www.opm.gov/qualifications/standards/indexes/num-ndx.aspAll qualification requirements must be met by the closing date of this announcement.
