The incumbent serves as the Supervisory Medical Support Assistant for the Emergency Medicine Service.
Duties
Primary selecting official for all MSA's within Emergency Medicine Service (EMS).
Serves as the direct supervisor for all EMS MSA's, Advanced MSA's, and Lead MSA's. Approves leave, staffing schedules and overtime.
Forecasts patient support staff personnel, equipment, and fiscal needs for inclusion in Service Budget and manages the Service MSA Personnel budget.
Accompanies the Administrative Officer (AO) to all VANTHCS Medical Administration related meetings and serves as the EMS Service representative in the absence of the AO.
Develops EMS policies and guidelines that direct patient support staff activities.
Monitors Open Encounters, Insurance Buffer Capture Report and other patient support staff influenced measures, briefs EMS Senior Leadership, directs MSA activities to improve Service performance, and advices Service leadership on necessary process changes.
Resolves complex issues and interprets policies that rise above the abilities of subordinate staff.
Enforces agency policies, investigates allegations of wrongdoing, takes disciplinary action, makes recommendations for awards, evaluates employee performance, and provides mentorship and coaching for subordinate staff.

Qualifications
Basic Requirements:
Citizenship. Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA policy).
Experience and Education.
Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of this position; OR
Education. One year above high school; OR
Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Supervisory Medical Support Assistant GS-08
In addition to the basic requirements for employment listed above, the following experience criteria must be met when determining the grade of candidates.
Experience. One year of experience equivalent to the GS-7 grade level leading or supervising MSAs or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting.
Assignment. Supervisory MSAs at this level plan and direct programs at medical centers and/or satellite outpatient clinics. They have full responsibility for supervising at least one subordinate MSA team leader, supervisor, or equivalent administrative patient support staff in a non-VA medical inpatient, outpatient, or interdisciplinary setting. Assignments at this level include, but are not limited to: evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. The employee has administrative and professional responsibility for planning and directing the subordinate lead, supervisor, and MSA's activities. Responsible for extracting and analyzing data to provide reports to senior management in support of tracking measures. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate all of the KSAs below:
i. Ability to provide the full range of administrative and supervisory duties to at least one subordinate MSA supervisor or team leader in a patient support setting which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
ii. Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with internal and external customers to ensure
quality/continuity of care and ensure compliance with established policies and regulations.
iii. Ability to provide briefings, orientations, staff development, and training in a patient support setting.
iv. Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.
v. Advanced knowledge of managing or leading patient support staff in a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.
Preferred Experience:
Experience Working in an Emergency Department Setting
Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations
Leading or supervising MSAs or equivalent administrative patient support staff in a VA medical inpatient, outpatient, or interdisciplinary setting
Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment
Experience in assuring coverage of all areas of responsibility; conducting ongoing reviews to ensure quality of work; ensuring accurate and timely scheduling of appointments; providing guidance to staff members to include changes in policies and procedures; distributing and balancing workload; creating and maintaining employee work schedules; and organizing the work structure of his/her assigned area

Physical Requirements: The work is mostly sedentary and is performed in various office settings at the Emergency Department. Moderate lifting (20lbs. and under); Moderate Carrying (20lbs. and under); Pushing (1-2 hours); Reaching above shoulder; Moderate key boarding (4-6 hours); Walking (up to 3 hours); Standing (up to 3 hours); Repeated bending (up to 1 hour); Ability for rapid mental and muscular coordination simultaneously; Near vision correctable at 24" to 36"; Hearing (aid permitted).
