The Biomedical Engineer is responsible for providing professional engineering support to a complex, technically sophisticated, and service-oriented Biomedical Engineering program. The position requires broad scientific, technical, and clinical knowledge across the full range of medical technologies, along with highly specialized skills in medical technologies.
Duties
Major Duties and Responsibilities Include:
Leads technology assessment of medical equipment systems by working collaboratively with medical staff to evaluate market offerings, determine VISN requirements, design system configurations and develop specifications. These technology assessments are often extremely complex and stakeholder intensive.
Coordinates implementation of medical technology including assessing site preparation requirements, managing project activities and timelines, monitoring installations, facilitating training of equipment operators and maintainers, and ensuring compliance with OI&T requirements.
Facilitates service support of medical equipment, while identifying opportunities and recommending action to improve service delivery and cost containment.
Conducts program reviews for Biomedical Engineering programs within the VISN or for the national program office, prepares and presents reports regarding equipment management.
Serves as advisor to senior clinical and leadership staff on medical technology, including existing and emerging technology, addressing viability, long-term suitability, compatibility, and/or safety. Serves as technology advisor to assist VISN with technology management and assessment.
Responsible for overall coordination of technical support of specific VISN 05 technology, including corrective and preventive maintenance.
Serves as institutional expert who directly supports the most complex and specialized clinical technology including service, system administration, training, and quality assurance for multiple sites.
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m.

Qualifications

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education and/or Experience: The individual must meet either item below to meet this requirement:
Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time.
OR
Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed in item 3.b.(1) above.
English Language Proficiency: Biomedical Engineers must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: Biomedical Engineer (Clinical) GS-14
Experience: Completion of at least one year of experience equivalent to the next lower level
AND
Must fully meet the KSAs at that level. In addition to the experience above, the biomedical engineer (clinical) must demonstrate all of the following KSAs.
Ability to apply advanced knowledge of relevant codes, regulations, guidelines, and standards associated with biomedical engineering to support the needs of multiple facilities.
Ability to effectively convey highly technical information to a wide variety of individuals, including technical and professional clinical staff, and senior level managers at the facility, VISN and/or national level.
Ability to manage a recall and safety alert program for medical devices, including medical device incident investigations to assure compliance with patient safety goals, SMDA, and TJC requirements for multiple facilities.
Ability to apply advanced knowledge of principles, theories, concepts, and practices of biomedical engineering. This would include the ability to keep abreast of changes in technology and utilize the information gained in the solution of biomedical engineering problems to meet operational needs of multiple facilities.
Ability to directly support the most complex and specialized clinical technology including service, system administration, training, and quality assurance for multiple facilities.
Ability to work collaboratively with other disciplines, senior management, VHA Central Office, and VISN staff.
Ability to develop and implement healthcare technology management policies that are consistent with organizational objectives. Scope of organization spans from multiple facilities to national.

Office temperatures fluctuate periodically; involves everyday risks or discomforts which require normal safety precautions typical of such places as clinics, offices, meeting and training rooms or libraries; exposure to noise and dust on occasion.
