This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for SC/CN - Police Officers to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The primary purpose of the position is to perform law enforcement work to maintain law and order, preserve the peace, protect life and civil rights, detect and investigate crimes, arrest or apprehend violators, and perform patrols within the jurisdiction of the military installation.

Duties

Administer installation access control programs in accordance with regulatory policy to maintain a safe environment. Process a variety of police reports, forms, journals, and blotters to comply with established procedures. Apply laws, ordinances, and rules pertaining to the rights of an individual suspected of committing a crime or other violation. Enforce all Army, Federal, state or local laws and regulations. Analyze facts obtained in investigations to reach sound conclusions. Develop investigation plans based on contemporary investigative methods, techniques, and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • The work requires extended periods of physical exertion derived from such activities as running, walking, and occasionally lifting, pushing and/or carrying items weighing 50 pounds or more.
  • The incumbent may be required to push or drag heavy weights of 150 pounds or more.
  • This position requires the employee to use personal protective equipment provided by the employer such as ballistic vests, coats, gloves, boots, goggles, masks, shields, etc.
  • Graduated from the U.S. Army Civilian Police Academy; or graduate within 12 months of hire date; or is a current employee and is considered grandfathered IAW AR 190-56 or has a current approved waiver by Office of the Provost Marshal General.
  • Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter.
  • Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • Training includes, but not limited to weapons qualifications, first aid/CPR and National Incident Management System (NIMS) training requirements.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • Comply with and maintain the requirements of the Individual Reliability Program (IRP).
  • Incumbent must possess a valid state driver?s license and be able to obtain and maintain a government motor vehicle operator?s license.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
