The Fisher House Program provides temporary accommodations and support for families, support persons and Caregivers of Veterans and Active Duty Military receiving treatment at major military and VA medical facilities. VA Fisher House accommodations are provided at no cost to guests and located within walking distance of the treatment facility. The Housing Manager serves as supervisor of the Fisher House program reporting directly to the facility Deputy Director.

Duties

The Housing Manager is responsible for the financial, operations and managerial processes involved with the Fisher House program. Utilizes resources to effectively and efficiently maintain services to achieve VA facility, Fisher House Foundation and VHA program goals. Builds and manages workforce based on program goals, budget considerations, and staffing that supports optimal program operations and the needs of the Fisher House program and guests. Manager collaborates with Facilities Management, Engineering, Interior Design and facility leadership to develop and manage long and short range Fisher House budgets including costs of daily operations, maintenance and periodic refurbishments; reviews current expenditures of operations and maintenance functions, estimating cost and developing and managing the annual budget to accomplish the operations and functions; manages the control point and tracks utilization of budget; monitoring of a General Post Fund, and develops the budgetary needs of the Fisher House program beyond facility management and where appropriate, works with local not for profit organizations and voluntary service for additional funds. Monitors expenditures and uses cost benefit thinking to set priorities. The Housing Manager accepts, maintains and distributes Gift Cards and VCS Coupon Books with appropriate records that support accountability. Collaborates directly with the National Fisher House Program, VA Central Office to request and obligate funds appropriated for Fisher House refurbishment. The Housing Manager is responsible for identifying the appropriate course of action to address the issue or complete the task at hand. The incumbent must possess strong writing/ oral communication skills and should be capable of providing timely guidance and leadership to Fisher House staff members, volunteers and supporting stakeholders on information, guidance and acting as a mentor on all matters concerning the operational needs and support elements of the Fisher House program. The Fisher House Manager accounts for house guests, numerous volunteers and employees and provides morning updates to leadership and directly to the National Fisher House Program as requested on house usage and availability status daily. The Fisher House Manager ensures the general safety of house guests and facilities are addressed and supporting facility inspections and water testing are scheduled and completed as required. Candidates may be eligible for a lump sum CSI. The amount of lump sum CSI is determined based on appointment date and may be pro-rated as determined by the end date of the CSI. Eligible candidates will be required to sign a service agreement agreeing to an obligated service period and failure to complete the obligated service period may result in a debt for the unearned portion of the CSI.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manage or to assist in managing one or more family housing projects, billeting facilities, or other accommodations such as transient or permanent individual and family living quarters, dormitory facilities and restricted occupancy buildings including adjacent service facilities and surrounding grounds. Administer, supervise, or perform work involved in evaluation of housing management programs, the development of administrative procedures, and the provision of technical assistance to onsite housing management. Housing management and administrative knowledge and related practical skills and abilities in such housing activities as: operations and maintenance, procurement of services, cost management and financial planning, assignments and utilization, occupancy changes and periodic inspections, scheduled and special requirement surveys, new construction and improvements, control of furnishings and equipment, master planning, and management-tenant relations. You will be rated on the following Competencies for this position: Administration and ManagementAttention to DetailCommunicationsCustomer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
