The incumbent is the supervisor for the Interior Design Team of the Engineering Service, Projects Section. In this capacity, the incumbent is responsible for the direction and supervision of the Interior Design Group which performs professional, technical, and administrative interior design work associated with the planning and design activities at the medical center. The VA San Diego Health Care System is compromised of the main medical center and its remote facilities.
Duties
Duties and responsibilities include, but are not limited to:
Responsible for the design of patient-friendly environments which are conducive to healing, aesthetically appealing, safety code and regulation compliant, all within the fiscal requirements set down by Medical Center Leadership.
Responsible as the supervisor for ensuring that the work assignments of the other interior designers of the Interior Design Group of Engineering Services are carried out by performing a range of duties.
Distribute and balance the workload of employees in accordance with established workflow or jobs specialization, assure timely accomplishment of assigned workload, and ensure that each employee has enough work to keep busy.
Keep in touch with the status and progress of work, and make day-to-day adjustments in accordance with established priorities, obtain assistance from the Chief, Projects Section on problems that may arise, such as backlogs which cannot be disposed of promptly.
Keep the Chief, Projects Section informed of completion of work, and maintain records of work accomplishments and time expended and prepare production reports as requested.
Maintain current knowledge of interior design standards, procedures, policies, directives, and answer questions of subordinate interior designers.
Establish and maintain VA San Diego Healthcare System's interior design standard finishes for the medical center, including but not limited to offices, exam rooms, waiting rooms, conference rooms operating rooms, and procedure rooms. Ensure finishes comply with the VHA Technical Information Library, fire, and life safety requirements.
Amend or reject work not meeting established standards, referring questions or matters not covered by standards and problems in meeting performance standards to the Chief, Projects Section.
Inspects, replaces, reconfigures furniture, fixtures, and equipment (FF&E) as required by conducting continuous inspections of all areas and a meeting with stakeholders in the facility, and at its leased sites.
Ensure the safety and welfare of patients, staff, and visitors. Participate in the Environment of Care inspection program documenting compliance with The Joint Commission, fire and life safety and national design standards as requested.
Prepares space and interior design plans, using computer-aided drafting and software applications, such as AutoCAD, Revit, etc. and free hand sketches showing layout of furniture utilities required for each project. Includes finish materials legends and schedules, equipment, graphics, signage, etc., on drawings to complete the design intent.
Supervises five or more employees. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Hold employees responsible for satisfactory completion of work assignments. Rate workers ' performance, ensuring consistency and equity in rating techniques.
Recommend awards when appropriate. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on- the-job) to maintain and improve job performance.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establishes and periodically updates a resource library of furnishings, office furniture, draperies, wall coverings, floor coverings, finishes, colors, fabrics., etc., from vendors and suppliers. Sources will include materials compliant with or support of Americans with Disability Act (ADA) guidelines, Occupational Safety and Health Program (OSHA) regulations or other ergonomic related issues.

Physical Requirements: The employee will be conducting inspections and surveys of construction sites with a need for physical agility to access unfinished buildings and wear personal protective equipment (PPE). The employee must have the ability to work within an environment of conflicting deadlines and shifting priorities. The employee may be required to work evenings and weekends, depending upon the circumstances surrounding the project performance building management system operation.
