The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 502 CES/CE5MR.

Duties

Plans, organizes, and directs the activities of 502 CES, ensuring that Requirements and Logistics section complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents 502 Civil Engineer Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with tenant units and mission partners. Provide materials needed to accomplish Civil Engineer mission. Determines appropriate source of supply for items required. Maintains emergency standby levels and stock levels for needed items. Perform detailed review of purchase requests for specialized supplies, equipment, services or commercial requirements in terms of adequacy, consistency, unrestrictive of specifications or descriptions, compliance with administrative requirements and certification of funds. Determine procurement source and method. Maintains control of all work requests and work orders in the IWIMS system. Receives and reviews all Civil Engineer Work Requests (AF form 332). Establishes and maintains good working relationships. Creates an atmosphere of partnership with customers properly reflecting organizational policies and procedures.

  • This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work other than normal duty hours and tours of duty such as rotating shifts, overtime, weekends, call back, uncommon tours of duty, holidays, etc.
  • May be required to participate in contingency situations, real world and exercise, as directed.
  • Performs other related duties as assigned.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE FOR CURRENT/PREVIOUS FEDERAL EMPLOYEES: One year of specialized experience for GS-2102-10 level positions which includes knowledge of CE Resources/Logistics Element. Knowledge of safety and security regulations, practices, and procedures. Knowledge of supply regulations, policies, procedures, techniques and methods. As well as policies and procedure for requisitioning and stock control, data entry, processing of supply transactions, knowledge of Civil Engineering Self Help Store Operations and knowledge of Civil Engineer Self Help Work Order Projects Planning. The definition of specialized experience is typical of work performed at the GS-08 grade/level position or equivalent in the federal service. SPECIALIZED EXPERIENCE FOR APPLICANTS WITH NO PREVIOUS FEDERAL EMPLOYMENT: One year of specialized experience for GS-2102-10 level position which includes knowledge of CE Resources/Logistics Element. Knowledge of safety and security regulations, practices, and procedures. Knowledge of supply regulations, policies, procedures, techniques and methods. As well as policies and procedure for requisitioning and stock control, data entry, processing of supply transactions, knowledge of Civil Engineering Self Help Store Operations and knowledge of Civil Engineer Self Help Work Order Projects Planning. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS-CURRENT/PREVIOUS FEDERAL EMPLOYEES: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS- APPLICANTS WITH NO PREVIOUS FEDERAL EMPLOYMENT: Merit promotion applicants must meet applicable time-in?-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of CE Resources/Logistics Element. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. In depth knowledge of working supply systems and theories and principles that are involved in development of efficient operations to include knowledge of safety and security regulations, practices and procedures. 6. Knowledge of supply regulations, policies, procedures, techniques and methods. As well as policies and procedure for requisitioning and stock control, data entry, processing of supply transactions, knowledge of Civil Engineering Self Help Store Operations and knowledge of Civil Engineer Self Help Work Order Projects Planning. __________________________________________________________________________________________________ PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
