This position is located in the Maintenance Department of the Great Plains Area Youth Regional Treatment Center Mobridge, SD and is responsible for development, operation, coordination and maintenance of the Facilities Management program. Maintenance work includes carpentry, plumbing, electrical work, painting, welding, air conditioning and refrigeration mechanical work, heating equipment, boiler plant operations and repair, and grounds maintenance operations.

Duties

Develop, implement, and maintains a Facilities Maintenance program that includes operations and maintenance of buildings, structures, utility systems and grounds. Perform general maintenance duties that include plumbing, electrical, carpentry, painting, grounds maintenance, and maintaining the HV AC for the facility and grounds. Responsible for planning, implementing, and evaluating a multi-faceted environmental program (safety program) designed to provide protection for the adolescent patients. Assures vehicles are serviced, fueled, cleaned, and coordinates required repairs, to include tire replacement, to vehicles.

BASIC REQUIREMENT(S): Facility Operations Services Series 1640 (opm.gov) In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-11: 1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service as described in the vacancy announcement. Examples include: managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; and performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- to two-story buildings to larger structure(s), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. OR I have a Ph.D. or equivalent doctoral degree or I have three full years of progressively higher level graduate education leading to such a degree with major study in engineering, industrial arts, property management, or business administration. OR I have a combination of the specialized experience described in A and the education described in B above. The total percentage must equal at least 100 percent to qualify. Individual Occupational Requirement I have undergraduate and/or graduate education with a major study in engineering, industrial arts, property management, or business administration. or I possess specialized experience to meet the Individual Occupational Requirement. Examples of qualifying specialized experience include Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Time In Grade (Merit Promotion Candidates Only) Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
