About the Position: This is a Safety and Occupational Health Specialist, GS-7/9/11 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Safety and Occupational Health Office.

Duties

Assists the Safety and Occupational Health Office and Construction Division in providing contractor safety assurance the covers a large geographical area and provides diverse military and civil works construction projects. The position will review contractor?s safety plans, attend onsite safety meetings, inspect active construction sites with regards to safety, investigate contractor and Government accidents/mishaps, and review the contract plans before award. Attend on-site meetings with the contractors on high visibility and high-risk contracts to ensure safety precautions are reviewed and emphasized prior to the start of work. Conduct site visits/inspections to active construction sites to review the safety documentation, compliance with the accepted plans, and evaluate safety conditions. Investigate contractor and Government accidents/near misses and review submitted accident reports to evaluate the adequacy of the corrective actions. Review and analyze these statistics to determine accident trends, areas for improvement, and preparing comprehensive written reports to be reviewed and approved by the District Safety Office.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.
• Incumbent must be able to obtain and maintain a state issued driver?s license.
• This is a CP-12 position. CP-12 training is mandatory for personnel filling these positions.

OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene) OR degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or master's or equivalent graduate degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
